3.8 UTILITIES AND SUPPORT FACILITIES

The support facilities and utilities at Trapper Mine, including, but not limited to, the office, shop, warehouse,
Electric shop, tire and storage shop, storage tanks, explosives storage areas, and powerlines are designed
and located to prevent or control erosion and siltation; water pollution; damage to public or private property;
damage to fish, wildlife, and related environmental values; and additional contributions of suspended solids
to stream flow or runoff outside the permit area. These support facilities and utilities are in compliance with
the performance standards of applicable Office of Surface Mining and Colorado Mined Land Reclamation
Board regulations as evidenced from the specific descriptions in 3.8.1 and 3.8.2. The above facilities are
shown on Maps M13A, M13B and M13C.

The sewer outfall from all facilities flows into a main sewer line which ties into Craig Station's sewer system
where it is treated.

The drainage from the Mine Facilities Complex (Map M13B) flows to the Industrial Waste Pond,
Impoundment H or No Name Gulch above the #5 dam. The No Name Dam #5 and Impoundment H are
sediment control structures and discharge into natural drainages. Wash Bay water that flows into the
Industrial Waste Pond, a non-discharge reservoir, is recycled into the shop complex truck washing system.
The monitoring of air and water quality is discussed in Sections 4.7 and 4.8.

The removal of these facilities and utilities will be in accordance with the procedures set forth in Section
3.8.4 and will be done in a manner such that the risk of harm to the environment or to public health or safety
will not be significant.

In addition to the facilities discussed in this section, roads are discussed in Section 3.7; topsoil stockpiles
are discussed in Section 3.2; and dams and diversion ditches are discussed in Section 4.8. The handling
of all wastes is discussed in Section 4.3.

3-179
