This information has been revised and updated in Figure 14 and other tables in the narrative.
15. Within the mine plan Table 2, it is mentioned that the affected lands buffer area needs
upland revegetation as well. Exhibit L estimates that approximate 1 ac of the 4.02 ac will
require touch up reclamation.
a. Clarify within the Reclamation Plan when and how much buffer area will be
revegetated.
b. Clearly state if this area will receive the same or different reclamation
treatments than the upland revegetation of the berms.
This information has been revised and updated in the revised narrative.
16. By stripping (topsoil and overburden)the entire site all at once, if mining is not
completed these lands would require reclamation (revegetation).
Scott will be reclaiming the berms during Phase 1.
a. Commit to retaining enough topsoil and overburden on site to reclaim all affected lands
which are not permanently inundated or graveled.
566 CY of topsoil will be retained to reclaim the greenbelt areas during Phase 3. All other
topsoil and overburden applications will be completed during Phase 1 and will not require
further retention of materials after that Phase is complete.
b. Provide the volume of material necessary and acres requiring wetlands revegetation by
phase.
Table 2 provides additional detail regarding the areas and volumes of material needed to
revegetate the greenbelt area, by phase.
17. What is the estimated failure rate of the Wetlands Seeding and Planting Mix? Does
container stock have a higher failure rate than seed stock?
Typically, failure rates are lower for containerized, rooted stock than they are for seed or
unrooted wand plantings. The application rates proposed have been reviewed and approved
by the local NRCS office, and the application rates are industry standards that account for the
expected germination failure rates and post-germination losses. However, regardless of
failure rates, the success of revegetation success shall be governed by the standards
contained in the Garfield County Land Use Code(Sec. 7-208 Reclamation). This stipulates that
disturbed areas shall be stabilized by native and/or beneficial nonnative vegetation with a
plant density of at least 70%of pre-disturbance levels. Revegetation shall achieve this density
within 4 growing seasons.Any noxious weeds or alien annual invasive species do not count as
part of the 70%cover. If the reclamation areas in the Permitted Area do not meet the 70%
