C-1981-010/Trapper Mine RAR <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 12 <br />SIGNS and MARKERS – Rule 4.02 <br />o Topsoil stockpiles observed were clearly marked with identifying signs. <br />o Permit boundary markers in areas visited were visible. <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7) <br />o Access roads to L Pit knob, and I Pits were in adequate condition and providing access to the Pits, <br />with the exception of N Pit where the road was closed. <br />o Ditches along main haul roads appeared to be functioning adequately. <br />HYDROLOGIC BALANCE – Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage- Acid <br />and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br />Constructed drainages to the south of the main haul road in the F Pit were observed to have experienced <br />down cutting and side cutting as a result of a heavy snow winter and associated runoff. The operator has <br />a maintenance plan in place to repair the drainages. <br />TOPSOIL – RULE 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 <br />o Approximately 18 acres had been disturbed and topsoil was found to have been removed from <br />portions of the J Pit West unauthorized for disturbance as per the PR11 permitting action as <br />illustrated in Maps I & II below. The disturbed area corresponds to the portion to the north of the <br />green stripping/reclaim line to the purple disturbance line as per the Map I below. <br />o About .5 acers has been stripped of topsoil west of the 2023 topsoil strip/reclaim area approved <br />for J Pit West. This area was approved to be disturbed, however it was not slated to be disturbed <br />until 2025. <br />o TMI consolidated topsoil stockpiles J22-2, J22-3B, and J22-3A into topsoil pile CG1. Topsoil <br />stripped outside of the approved boundary was also placed in topsoil pile CG1. No instability or <br />rilling were noted on the observed topsoil piles. TMI will need to shape and stabilize the CG1 <br />pile in accordance with their approved topsoil stockpiling plan. <br />o Topsoil piles in the west portion of the site near the I and J pits are under construction. <br />o Existing piles appeared to be marked appropriately. <br />o Swaths of whitetop were present on some topsoil piles. their out-slopes and throughout the site. <br />These areas will be treated. According to Mr. Roberts, a weed management crew was onsite <br />treating weeds. <br />o Brush was being cleared and topsoil was partially stripped in the 2023 topsoil strip boundary of L <br />Pit on the east side of the mine.
