Ginny
Brannan with DRMS received an anonymous phone message on Wednesday June 7th, 2023 alleging
mining activities occurring outside of Trapper’s boundary. The complainant did not leave a name or
contact information. This inspection was conducted and the report and photos prepared by me, Robin
Reilley of the DRMS. Jared Ebert of the DRMS and Graham Roberts, Trapper Mine representative were
present throughout the inspection. Skies cloudy with intermittent rain showers throughout the day.
Temperatures ranged between 50 and 60 degrees Fahrenheit.
As a result of this inspection Cessation Order CO-2023-001 was issued in the field.
PERMITTING ACTIONS in PROGRESS:
o TR 134 for revisions of the mining plan for C, I Pit East and J Pit was deemed complete on June
6, 2023. The decision date is August 5, 2023.
INSPECTION
GENERAL MINE PLAN COMPLIANCE:
Spoil was being hauled and dumped in I Pit East. Activities in the L, N and I and J Pits were observed.
At the time of inspection the Molly Brown drag line was working, casting spoil, at the south end of L Pit
for access to the Q seem. The Baby Doe was idle at the north end of the pit. Blast patterns for the knob
remaining in L Pit were being set up. N pit was not accessible at the time of inspection. I Pit Middle was
actively being high wall mined to the north. J Pit West was observed to having been stripped in portions
and a blast pattern was being drilled at the time of the inspection north of the approved mining limit.
Activities in J Pit West have not been permitted as yet.
DRMS inspected activities occurring in the I and J Pits as permitted under the PR11 five year mine plan
and compared ongoing activities to the proposed and yet unapproved permitting action of TR134. DRMS
found activities were occurring outside the permitted and approved five year mine plan as they related to
topsoil stripping and blasting. A blasting drill rig was stationed in J Pit west and actively drilling holes in
preparation for a blast at the time of inspection on June 12th, 2023. However, TMI halted drilling and the
activity was not active on June 13th, 2023. The findings of the activities found at J Pit West are illustrated
and explained below in Maps I & II.
Number of Partial Inspection this Fiscal Year: 9
Number of Complete Inspections this Fiscal Year: 3
Page 2 of 12
