Armor the inlet to the pond with rocks to help prevent future erosion of the pond's inlet. <br /> The inlet to the East Sediment Pond was observed, and has been armored with rocks as seen in Photo Five. This <br /> should prevent further erosion of the inlet and the maintenance item is considered resolved. <br /> King II Mine: <br /> 6. Remove the highpoint in the East Clear Water Ditch identified adjacent to the silt fence. <br /> The portion of the East Clear Water Ditch was observed,as seen in Photo Six, and the high point appears to have <br /> been lowered. visually it appears it may not have been lowered enough,however the operator should continue to <br /> monitor the ditch to determine if more material should be removed. The Division will monitor the ditch during its <br /> next inspection. <br /> 7. Continue to implement weed control measures on noxious weed species identified in the main topsoil <br /> stockpile. <br /> The areas of concern on the main topsoil stockpile was observed and showed clear evidence of recent chemical <br /> weed treatment shown in Photo Seven. The identified species were beginning to wilt,and traces of chemical dye <br /> was noted. The Operator should continue weed management and treatment in accordance with their plan to ensure <br /> no recurrence of the target species. <br /> 8. Remove all non-coal waste and dispose of the trash located within the King II facilities area. <br /> The Facilities Area has been cleaned and organized of all non-coal waste. All items stored in this area are in a <br /> neat and orderly fasion. Photo Eight shows and example of the area,this maintenance item is considered resolved. <br /> 9. Clean out the ditch entering the sump located behind the fuel storage building. <br /> The ditch leading to the sump behind the fuel storage building has not been cleaned as of this inspection. Photo <br /> Nine shows an example of the ditch,which should be cleared at the earliest convenience. <br /> 10. Clean out the ditch entering the cattle guard at the entrance to the King II Area. <br /> The ditch entering the cattle guard at the entrance to the King II Area has also not yet been cleared. No standing <br /> water was noted,however the ditch contained large amounts of sediment seen in Photo Ten. The Operator should <br /> clear the ditch and area under the culvert as soon as able. <br /> Though not all of the maintenance items were completed during this inspection they are not considered immediate <br /> problems. The Operator should complete the remaining maintenance tasks as soon as conditions allow, and the <br /> Division will continue to monitor the progress. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> In addition to following up on the maintenance items,the Upper and Lower refuse piles were observed at <br /> the King I facility. At the time of the inspection,material was actively being trammed to the upper pile by way of <br /> a belly dump scraper. The pile located at the lower pile is still significant,however good progress has been made. <br /> The lower pile can be seen in Photo Eleven, and is being kept at an acceptable grade by the scraper. No signs of <br /> erosion or ponding was noted on the face of the pile and the out slopes appeared to be stable at the time of the <br /> inspection. <br /> At the Upper Refuse Pile, an Operator was spreading the existing stockpile of refuse with a backhoe to allow the <br /> material to dry before final placement. Repetitive precipitation events have caused the pile to remain wet in areas. <br /> The material being placed by the scraper is being done in accordance with the approved plan.
