EXHIBIT L <br /> RECLAMATION COSTS <br /> The following information is provided to evaluate the amount <br /> of bond needed for Operations Stage A that allows for pre-mining <br /> development of the Plant Site and support facilities . In this <br /> analysis L.G. Everist, Inc. will have approximately 56 acres <br /> disturbed in some form or another. <br /> The activities planned in this Operations Stage will include <br /> stripping, soil and overburden storage, sloping to the plant working <br /> floor, processing plant eenstruetien installation in Phase 4 (50 <br /> acres) . and construction of the 6 . 0 acre± Y ye e( water <br /> recirculating area (i . e . freshwater and settling ponds) -y <br /> in Phase 1 . If development ended here the reclamation required would <br /> be to remove an estimated 3-11-00 yds of concrete foundations at the <br /> processing plant, resoil the 50 acres and revegetate the disturbed <br /> area in Phase 4 . In Phase 1, water recirculating area the settling <br /> pends would have to be backfilled, resoiled and revegetated. We <br /> estimate 145, 200249-, �� cyds ( 6 ac @ 15 ft . average depth) would be <br /> needed to backfill the ponds . Adequate soil and overburden will <br /> be stored around the water recirculating area <br /> in Phase 1 for re-use on this area. The slia��y wall: in Pliase 4 is <br /> et leeneie4 as it is net instal4eelitheia "'= ase-since-Because mining <br /> will not start during Operations Stage A, we are not including any <br /> bonding for slurry walls . From the TABLEL calculations we request <br /> the financial warranty amount for this scenario be set at <br /> $343, 300 ,- . <br /> LGE will t-e--file a <br /> Technical Revision to increase the bond before starting mining as <br /> explained in Operations Stage B. Table L shows the estimated cost <br /> for this phase . Tables L-1, L-2, L-3 and L-4 show the estimated cost <br /> to reclaim each of the mining phases based on te-day-&today' s costs <br /> and are included for future reference . <br /> The Equipment Used in the Estimate Is: <br /> • Scraper team - 2-Cat 627G scraper, D9R Dozer, 140H grader & water truck - <br /> Resoiling &-1backfillingponds and bank fill placement. <br /> • Grader - Cat 140H - seedbed prep and ripping plant site <br /> • Loader - Cat 688 - armoring placement <br /> • Dozers - 2 - Cat D9R - cut/fill working face sloping <br /> • Seeding team - standard farm tractor and pull behind drill, and crimping disk <br /> attachment <br /> 84 <br />
