Rifle Gravel Pit#1 May 2023 <br /> 6.0 Exhibit E - Reclamation Plan <br /> The specific elements of Scott's Reclamation Plan are addressed in the following sections <br /> per the guidelines outlined in Rule 6.4.5 and as informed by referral agencies (described in <br /> earlier sections of this document). Reclamation will occur within the 19.00 acres of the <br /> Affected Lands. <br /> The entire extent of the Permitted Area with the exception of the Operations Pad, will be <br /> restored back to natural conditions upon completion of mining, including the removal of all <br /> temporary structures (office, vault and haul toilets, potable water, screen, crusher, <br /> equipment). The site will be graded to compliment the surrounding topography and a <br /> shallow 5:1 slope fringe around the pond boundary addresses concerns voiced by USFWS <br /> and CPW regarding animal entrapment danger, while also meeting Garfield County gravel <br /> pit reclamation standards. Areas disturbed by grading will be contoured so they can be <br /> revegetated and will be revegetated to stabilize the surface from erosion. These areas are <br /> generally limited to the surface of the perimeter berms. <br /> A six-foot wide fringe of 5:1 slope will be left at the inner edge of the perimeter berm and <br /> planted with wetland reclamation species. The intention is for the six-foot wide fringe to be <br /> nearly inundated during high-water periods as the water table rises, and then to be <br /> progressively exposed as the water table drops during the growing season. The remainder <br /> of the pit slope to the bottom of the pond will not exceed 3H:1 V slopes. Note that this <br /> reclamation effort follows Garfield County LUC standards (LUC Section 7-1002.11-11) and is <br /> not intended to serve as formal wetland mitigation per US Army Corps of Engineer's <br /> standards, which do not apply to this project. <br /> See Figure 15, Exhibit F1 for proposed reclaimed condition, including the typical section of the <br /> pond. <br /> 6.1 Description and Types of Reclamation <br /> Scott will achieve the required reclamation of the Affected Lands per the local Garfield <br /> County seeding and vegetation guidelines using existing and available equipment. The <br /> primary reason for this goal is to minimize dust and erosion of the property and restore the <br /> site back to its natural conditions to the extent practicable. <br /> Figure 14, Exhibit E1 describes the amount of acreage proposed for each reclamation <br /> activity. All reclamation will occur with specified equipment and methods for attaining <br /> successful revegetation of the property. It is assumed that a —9.55-acre pond will be present <br /> post-mining, surrounded by the wetland reclamation fringe and reclaimed perimeter berm. <br /> The operating area/gravel pad and the small area outside the perimeter berm will also be <br /> reclaimed with the upland seed mix. <br /> 6.1.1 Rule 3.1 —Reclamation Performance Standards and Requirements <br /> Rule 3.1 outlines the Reclamation Performance Standards for all mining operations. <br /> 33 <br />
