Rifle Gravel Pit#1 May 2023
5.2.1.3 Water Diversions and Impoundments
No water diversions will be required as part of the planned mining activities. Scott will
complete minor repairs and maintenance on an existing culverted crossing of the Last
Chance Ditch tailwater channel, to provide vehicle access from one side of the ditch to the
other. The crossing is currently serviceable but not adequate for the operation of the
proposed mining activity. This repair work will consist of placing additional overburden on
the existing culvert, to replace material that has been eroded by previous ranch use (cattle
loafing, irrigation flows, and general erosion). The crossing will be maintained at a 12-foot
travel width. Maintenance activities of this nature undertaken on existing structures located
on irrigation ditches are not a regulated activity under Section 404 as administered by the
U.S. Army Corps of Engineers (USACE).
5.2.1.4 Water Handling, Dewatering, and Permits
Scott will apply for coverage under Permit No. COR400000, Colorado Discharge Permit
System (CDPS) General Permit (for) Stormwater Discharges Associated with Construction
Activity at least 10 days prior to the commencement of construction activities disturbing
greater than or equal to 1 acre. This permit has requirements that address water quality and
stormwater management, including monitoring and reporting, and the development and
implementation of a Stormwater Management Plan (SWMP). Scott will also install the
erosion and sediment control BMPs as depicted in Figure 13, Exhibit D2.
Scott will comply with the State Engineer Office's (SEO) rules and regulations regarding any
water depletions that may also occur during mining operations from water lost with mined
aggregate and water used for dust suppression. A copy of the Substitute Water Supply Plan
is included in Attachment C.
No dewatering will occur as part of the proposed wet mining operations at Rifle Pit#1.
5.2.2 Mining Preparation (Phase 2 [132])
This section describes the earthmoving, mining preparation and size of the areas to be
worked during Phase 2.
• An Operations Pad, including storage, processing, and sales facilities (scale house)will
be constructed at the entrance to the project site. This Operations Pad will include areas
for the material stockpile locations, loading chute and processor, the scale house,
vehicle parking, and the minimal facilities needed for onsite staff(portable toilets, water
tank, work trailer) (See Sheet 12 in Attachment A for a typical layout and Figure 9,
Exhibit C4).
5.2.2.1 Mining Methods and Earthmoving
No mining will occur during Phase 2. The primary activities in this phase include the
construction of the Operations Pad, mobilization and placement of the heavy equipment,
temporary work trailer, screening and wash equipment, temporary vault-and-haul septic
trailer, and potable water.
This phase will also include the installation of the secondary containment structures
associated with the Spill Prevention, Control, and Countermeasure requirements for fueling
activities. There will be one (1) skid-mounted steel double wall fuel storage tank with a
capacity of 12,000 gallons and one (1) skid-mounted steel double wall fuel storage tank with
26
