C-1981-010/Trapper Mine RAR <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 9 <br />HYDROLOGIC BALANCE – Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage- Acid <br />and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> <br />Ponds were free of ice and snow, some snow was still present in the discharge spillway or stream. Access <br />roads to ponds were muddy preventing access. Ponds held water. <br /> <br />The following pond systems were not accessible and therefore were viewed from the haul road above: <br />a) No Name #2 was full and discharging at time of inspection. <br />b) Johnson #6 and #10 were full and discharging. <br />c) Middle Pyeatts were full and discharging. <br />d) East Pyeatt was full and discharging at the time of inspection. A sediment fan had <br />formed as a result of spring runoff and requires dredging. <br />e) Middle Flume #1 and Middle Flume#3. Full and discharging at the time of inspection. <br />f) Trapper Lake held considerable water. <br /> <br />TOPSOIL – RULE 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 <br />o No instability or riling were noted on the observed topsoil piles and piles appeared stable. Most <br />piles were clear of snow. <br />o Piles appeared to be marked appropriately. <br /> <br />USE of EXPLOSIVES – Rule 4.08 <br />General Requirements 4.08.1; Pre blasting survey 4.08.2; Public Notice of Blasting Schedule 4.08.3; <br />Surface Blasting Requirements 4.08.4; Records of Blasting for Surface Coal Mining 4.08.5; <br />Seismographic Measurements 4.08.6d stripping <br />o A blast was set up in L Pit. <br /> <br />BACKFILL and GRADING – RULE 4.14 <br />o Reclamation consists of benched overburden hauls in L Pit awaiting grading. Grading is an <br />ongoing activity at Trapper Mine. <br /> <br />REVEGETATION - Rule 4.15 <br />General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br />o Reclamation, (topsoil and seeding) had been halted for the winter months and will resume in the <br />spring once topsoil is dry enough to be placed and seeded. <br /> <br />FISH and WILDLIFE– RULE 4.18 <br />Wildlife included red and white tailed hawks, ravens and small gatherings of elk. <br /> <br />DOCUMENTS RECEIVED <br />None <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br /> <br /> <br /> <br />
