EXHIBIT E - RECLAMATION PLAN <br /> (a) Reclamation Description <br /> Cheyenne County will reclaim all disturbed land(23.47 acres) upon completion of <br /> excavation of all materials within the mined area as agreed to by the owners of the land. <br /> The mining operation will move in a northerly direction. Temporary run-on, sediment <br /> transport and siltation will be controlled as needed. <br /> The reclamation mining map in Exhibit F shows the post-mining topography. The <br /> mining strategy is to remove the overlying materials until uniform bottom grades are <br /> reached. The high walls will have a maximum 3 horizontal to 1 vertical (3:1) slope. The <br /> post-mining topography will maintain the generally southwestward topographic <br /> gradients. <br /> Reclamation will be completed upon reaching the final grades across the whole mine. <br /> The mine will be reclaimed and closed in the following general manner: <br /> 1. A temporary berm will be constructed as necessary at the uphill boundary to prevent <br /> stormwater from entering the area. <br /> 2. The post-mining surface will be regraded to conform to the final topography shown. <br /> 3. The area will be tilled to facilitate blending with the overlying topsoil. <br /> 4. A minimum of 0.5 feet of topsoil,the approximate original thickness, will be placed <br /> on the prepared subgrade. <br /> 5. The area will be revegetated using a seed mixture, planting, fertilization and watering <br /> schemes obtained from the local Natural Resources Conservation Service (MRCS) <br /> field office. <br /> 6. NRCS will be consulted before grazing can commence following all closure and <br /> revegetation activities. <br /> (b) Proposed post-mining land use to other land uses in the vicinity <br /> The permit area is surrounded by rangeland on all sides. There are no adopted state and <br /> local land use plans and programs that need to be considered. <br /> (c) Attainment of Applicable Section 3.1 Requirements <br /> The relevant attainment strategies are summarized below. <br /> 3.1.1 Establishing Post-Mining Use <br /> The post mining use will be pastureland. <br /> E-1 <br />
