EXHIBIT D— MINING PLAN <br /> (a) Description of the method(s) of mining to be employed in each stage of the <br /> operation as related to any surface disturbance on affected lands <br /> The mining operation will generally be conducted using four activities that may be <br /> conducted simultaneously. The first activity involves the initial site preparation. The <br /> second activity includes vegetation clearing and grubbing and the stripping and <br /> stockpiling of topsoil for subsequent reclamation use. The third activity includes the <br /> extraction of the mined materials. Regrading and reclamation comprise the final activity. <br /> This operation differs from more traditional mining operations for the following reasons: <br /> 1. All mined materials will be used for road maintenance by Cheyenne County; and <br /> 2. The operation will probably be conducted for many years to come as road <br /> maintenance arises rather than rapid extraction for off-site sale as a commodity. <br /> (b) Earthmoving <br /> Earthmoving will be completed using a dozer and/or a loader and dump truck(s). The <br /> dozer will loosen and pile the material where a loader will pick it up and transport it. The <br /> loader will load the screened materials into trucks for hauling off-site. The haul road in <br /> and out of the mine area will be utilized. <br /> (c) All water diversions and impoundments <br /> There are no impoundments on the property, and none will be necessary. The water <br /> diversions will primarily consist of run-on control and temporary storm-water diversion <br /> in the active mining area. The entire pit is designed to gravity flow stormwater off-site <br /> through natural drainage located around the boundary of the site. <br /> No permanent, post-mining storm-water control structures will be necessary. <br /> (d) The size of area(s) to be worked at any one time <br /> There could potentially be three types of working areas: <br /> 1. An area undergoing preparation including clearing and grubbing, topsoil removal <br /> and construction of access roads and run-on control structures; and <br /> 2. An active-mining area; and <br /> 3. An area being reclaimed including final grading, topsoil replacement and <br /> revegetation. <br /> D-1 <br />
