Leadville,Twin Lakes,and Lake County are no longer mining-centric <br /> communities,and the population of these locations are expected to rise significantly. Given the diminishing <br /> snowpack over the last decade,due to climate change and the limited available water right resources in the <br /> county,this use will most likely result in undue stress on the local water supply over the life of the project. <br /> 3.Social Impacts: Leadville,Twin Lakes,and Lake County are no longer mining-centric communities.The <br /> construction and operational phases of M1990057 introduce significant safety issues regarding increased <br /> transportation of materials through residential and recreational areas,especially during adverse weather <br /> conditions. <br /> 4.Safety Issues: <br /> 1. M1990057 calls for up to 80 vehicles entering and exiting the site per day. Normally this would not be an <br /> issue. However, many of these vehicles are trucks hauling potentially hazardous materials through recreational <br /> and residential areas of Leadville and Lake County.Who wants 30-40-ton trucks transporting and driving down <br /> ice-covered streets while children are waiting for their school bus? <br /> 2.The transportation of these materials is inherently hazardous to runners,walkers,ATV and Snowmobile <br /> riders recreating along the route. <br /> 3.The project site is adjacent to the Leadville Sanitation District's Wastewater processing plant which at this <br /> time is operating under Cease-and-Desist Order No. DO-181109-1 issued by CDPHE and requiring the district <br /> to comply with very strict mercury release levels.Water runoff and airborne dust contamination of the sanitation <br /> districts finishing pond could potentially negatively impact district's ability to process waste and there greatly <br /> impact the entire community. <br /> 4.There are 2 locations in Colorado that allowed the use of cyanide leaching, both are far from residences. <br /> Neighbors to the site may be put in harms way due to inadequate maintenance, monitoring and storage of <br /> hazardous materials upgrade of their water supplies and residences. <br /> 5. Economic Sustainability:The Leadville Mill project is short-term project whose economic goal is to enrich the <br /> project owners.The project's economic benefits,such as job creation and tax revenue,should be balanced <br /> against the potential risks to the main economic drivers in Lake County.
