I believe in
responsible, sustainable industrial development and well-reasoned protection of our environment. The Mill
project(M1990057)reflects neither one. I urge the Department of Resources and Mines(DRMS)to deny the
approval of M1990057 based on the following objections:
1. Environmental Impact:The proposed Leadville Mill project raises significant environmental concerns. They
include but are not limited to.
1.The project site is in a sensitive ecological area containing rare, threatened, and endangered species.
(https://cnhp.colostate.edu/download/documents/2019/lakecounty_final.pdf). M1990057 does not adequately
address this concern. The property owners operate an unfenced open pit containment facility into which wildlife
could potentially fall into toxic hazardous waste.
2. M1990057 intends to transport mine tailings from the east side of Leadville to the mill location. Excavating
these stabilized tailings piles exposes the environment to currently contained hazardous materials via rain
runoff, dust from transporting tailing, and wind erosion. The property owners are currently allowing the existing
tailing pile, which is required to be covered, uncovered due to inadequate engineering of the cover and lack of
monitoring of the cover status.
3.Over the life of the project M1990057 intends to"Dry Stack"approximately 2.6 million tons of waste1 upgrade
from residences and the Leadville Sanitation Districts wastewater treatment facility. Rain and melting snow
runoff from these"in construction"piles constitute a danger not only to the above-mentioned location but also to
the watershed supplying the Arkansas river, potentially negatively affecting the water supply of communities
downstream.
4. 1 see no resources and/or procedures in the application addressing what happens to the property and the
waste pile after CJK closes the project.Whose responsibility is it to maintain the integrity of the property and
stability of the waste pile. Leadville has gone through years of work at incredible expense with the EPA to
remove the superfund site rating of the area because mining occurred, and the property owners left with no
