1.0 GENERAL INFORMATION <br /> 1.1 Introduction (Purpose and Scope) <br /> This manual is an Environmental Management System (EMS)tool to be used in the event of an <br /> environmental incident involving the spill or release of potentially toxic chemicals and products <br /> including those described in section 1.2 at the Henderson Mine site. The Henderson Mine IRM <br /> is intended to be a standalone document in the case of an environmental incident or as a <br /> supplement to the site Crisis Management Plan in the case of a large-scale emergency involving <br /> an environmental incident. This plan has been written to meet the emergency response <br /> requirements associated with the following plans, permits, and underlying regulations. <br /> • Spill Prevention Control and Countermeasures (SPCC) —Requirement to update <br /> emergency contacts and reporting procedures. <br /> • Henderson Stormwater Management Plan <br /> • Henderson Waste Management Program <br /> • Environmental Protection Plan <br /> 1.2 What is an Environmental Incident? <br /> An environmental incident includes the following: <br /> I. Petroleum product or other chemical release (hazardous or non-hazardous)that could <br /> contact surface water; <br /> 2. Petroleum product or other chemical and non-petroleum product that spills on the ground <br /> or other surface area; <br /> 3. Hazardous waste that spills on the ground or other surface area; <br /> 4. Water treatment upsets (potable, domestic or industrial); <br /> 5. A release of untreated mine water outside of the treatment system; <br /> 6. Imminent or actual failure of any surface impoundment or other environmental protection <br /> facility (environmental protection facility or"EPF" is terminology from the Colorado <br /> Division of Reclamation, Mining and Safety for process related engineered structures or <br /> controls); and <br /> 7. Air monitoring equipment or control upset or failure. <br /> 8. Natural disasters including, but not limited to, wildfire, flood, avalanche, etc. <br /> If you are unsure whether a situation is an environmental incident, treat it as <br /> such until you are informed otherwise by the Environmental staff. <br /> Henderson Mine IRM <br /> March 2023 1-1 <br />
