The inspection was conducted by Clayton Wein of the <br /> Division. The operator, Snowcap Coal Company, was represented by Tonya Hammond during <br /> the inspection. The weather was clear with a temperature of 44 degrees F. The ground <br /> conditions were a mix of dry and muddy. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> The records for the Roadside Mine are located in Grand Junction, Colorado. The records were well kept <br /> and up to date. Please see the Availability of Records Form attached to the end of this report for more details. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> At the time of the inspection the Landowner had not yet connected his irrigation equipment. The Division <br /> did not observe any water being applied to the Carey Pit on Tract 71,any of the Trenches on Tract 71, or on the <br /> Middle Field(Photo 1). Rapid Creek,located to the south of the permit area,was observed to be flowing with <br /> runoff from snowmelt. <br /> The Division went to the area being constructed for a pump house in-between the Colorado River and Interstate <br /> 70,just off of the Cameo exit. This area is not located within the mine's permit area: however,the construction is <br /> related to the mine creating a facility that will be a part of a future water augmentation plan for Rapid Creek. The <br /> pad for the pump house had been poured and was in the process of curing the cement. <br /> Discharge Outfall 016 was flowing during the inspection. The Division observed the monitoring equipment to be <br /> intact. Covers have been placed over the monitoring location to reduce the amount of precipitation that could be <br /> caught and contained within the monitoring station (Photo 2). A small amount of water was observed within the <br /> monitoring location.
