Please update the records with the above required items and submit the Division an email when <br /> completed. For more details please see the attached Availability of Records Form at the end of this report. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> During the inspection the main facilities area at King II was well kept. Trash and debris was picked up <br /> and contained within the trash bins. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Two ponds are located at King L The East Pond was partly covered with snow(Photo 5). The <br /> embankment was stable with no erosional concerns. The outlet for the pond was clear of debris. No discharge <br /> was occurring. The East Pond was holding some ice in the bottom. The level of ice in the pond was well below <br /> the level of the discharge outlet. The West Pond was also partly covered with snow during the inspection (Photo <br /> 6). The pond's embankment was stable and no erosional features were observed. The outlet for the pond was <br /> clear of debris. A small amount of ice was held in the bottom of the pond. The level of ice in the pond was below <br /> the outlet,no discharge was occurring. Surface drainage ditches at King I were partly covered with snow. There <br /> were no sections with erosional concerns or indications of instability. The lower portions of the East and West <br /> Clearwater Ditches were observed to be unobstructed and stable. There were no indications of erosional features <br /> within the channels. <br /> There is one sediment pond located at the southern end of the King II facilities area. The sediment pond was <br /> holding a small amount of water in it,and snow removed from the facilities area during the inspection (Photo 7). <br /> The pond had a large amount of storage capacity in it before the level of impounded water would reach the <br /> discharge outlet. No discharge was occurring. The embankments of the pond were stable with vegetative cover <br /> and partly covered with snow. There were no erosional features identified. The discharge outlet was observed to <br /> be clear of debris. Drainage ditches throughout the King II facilities area were generally in good condition and <br /> functioning as designed(Photo 8). There were no obstructions observed. The drainage ditch located on the <br /> south side of the northern facilities topsoil stockpile was observed to be heavily sedimented. The entire <br /> length of the ditch was almost filled in and the culvert below the access road to the topsoil stockpile was also <br /> filled in. Please clean the ditch and the culvert to restore full drainage capacity. The roadside drainage ditch <br /> was clear of debris and functioning as designed. There were no portions of the ditch with erosional or stability <br /> concerns. The West Clearwater Ditch was stable and clear of obstructions. There were no portions of the ditch <br /> with erosional concerns. The East Clearwater Ditch was also stable and clear of obstructions. There were no <br /> erosional features identified. The Division observed a small amount of coal fines located on the berm between <br /> the east clearwater ditch and the air jig facility. There was a small amount of coal fines identified in the <br /> clearwater ditch and covering the berm. Please clean the coal fines out of the east clearwater ditch and off <br /> of the side of the berm extending into the clearwater ditch. There was also another maintenance item <br /> identified in this location. There is a drainage grate with straw waddles surrounding the inlet. The pad next <br /> to this grate has become heavily sedimented and filled in.
