Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> This report documents the Division's observations taken during a complete inspection of the <br /> New Horizon Mine conducted on March 14, 2023. The Division was represented by Clayton <br /> Wein, Lucas West and Todd Jesse during the inspection. Tony Tennyson represented the <br /> operator, Elk Ridge Mining and Reclamation LLC, for the inspection. The weather was clear <br /> with a temperature of 52 degrees F. The ground conditions were partly dry with muddy areas. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> The records for the New Horizon Mine were located at the mine office just south of 51h street. The records <br /> were well kept and up to date. Please see the Availability of Records Form attached to the end of this report for <br /> more details. <br /> FISH and WILDLIFE—Rule 4.18: <br /> During the inspection of Pond 18,the inspection party spotted a group of deer on the embankment. Deer <br /> tracks and scat were observed in several locations throughout the mine site (Photo 1). <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds 12, 13, 15, 16, 18 and SP-2 were visited during the inspection. Pond 12 was observed to be dry <br /> (Photo 2). The inlet to the pond was clear of debris and stable. The discharge outlet was unobstructed with no <br /> indications of erosion. The Pond 12 embankment was stable with vegetative cover. No indications of erosional <br /> features were observed. Pond 13 was impounding water during the inspection. Impounded water was entering the <br /> pond from the pipe inlet from the French Drain at a rate of 225 gpm. The pond's embankment was covered with <br /> vegetation and stable (Photo 3). No burrows or erosional concerns were observed. The discharge outlet was clear <br /> of debris and noted to be discharging. The baffles within the pond were in good condition. Pond 15 was dry at the <br /> time of the inspection(Photo 4). The discharge outlet was clear of debris and able to function as designed. The <br /> pond's embankment was stable with vegetative cover.
