4. Soils <br /> The NRCS soil map is included. The site contains four main soil types, Bankard-Glenberg <br /> Complex, Valent-Vonid Complex, Valent Loamy Sand and Valent Sand. The Valent Sand is the <br /> target aggregate for this site and will be used in the production of asphalt for the CDOT Project. <br /> EXHIBIT C MINING PLAN <br /> 1. General Mining Plan <br /> The Existing Conditions Map shows the current conditions of the Kiowa County Pit. The pit will <br /> serve as a sand source for road construction work on Colorado Project No. STR096A-050 to resurface <br /> and improve State Highway 96. This site will be within the CDOT Project boundary, giving it a <br /> prime location for an aggregate source for the project and limiting the movement of aggregate and <br /> impact to Kiowa County's infrastructure. Mining will disturb less than 9.9 acres delineated on the <br /> Mining Map. <br /> Mine access is via State Highway 96. CDOT Region 2 Access was contacted regarding this site <br /> and does not require any access permit for this site. Please see the attached email. The site will <br /> use an existing 30-foot-wide access road that will remain upon reclamation,per the landowner's <br /> request. The road will be graded slightly to enable easier access to the site and may be graveled, <br /> dependent upon onsite conditions. All other temporary onsite roads will develop as the mine <br /> develops,and will be fully reclaimed with the site at the end of the project. <br /> Mining of the 12-15-foot-thick sand deposit will progress to the north on the western side of the <br /> permit boundary. The pit will be regraded to 3H:1 V slopes, or shallower, in a manner that <br /> restores the site to its pre-mining drainage pattern. A&S Construction Co. will reclaim the site in <br /> a manner that will restore the drainage to its pre-mining condition. The highwall will be at a <br /> maximum length of 400 feet. <br /> Stockpiles will be stored on the eastern side of the permit boundary for use on the project. These <br /> stockpiles will be segregated during the mining operation. The topsoil will be reseeded within <br /> 180 days of the mine start up if reclamation has not begun by that time. The stockpile and <br /> processing areas will be prepped by removing and stockpiling topsoil for later reclamation first <br /> along the southern and eastern boundary of the site. Mined sand will be stored immediately east <br />
