below follow the comments from the adequacy review and are highlighted in blue font for <br /> clarity. <br /> 6.4.7 Exhibit G -Water Information <br /> Item 46)To ensure that the Two Rivers project does not impact the hydrologic balance of the <br /> rivers, the application needs to include a water quality monitoring plan, specifically for the <br /> alluvium.The groundwater monitoring plan should be developed in accordance with Rule <br /> 3.1.7(7)(b) and should include a Quality Assurance Project Plan (QAPP) for the collection of <br /> groundwater samples.The plan should provide mitigation steps if there is an exceedance at a <br /> groundwater or surface water monitoring location. Potential impacts to quality and/or quantity <br /> the nearby domestic wells should also be addressed. A copy of the Division's Groundwater <br /> Monitoring and Protection Technical Bulletin has been included as an enclosure to this letter for <br /> your reference. <br /> • RM needs to address a discrepancy between a statement and the Water Information Map in <br /> Exhibit G.In the February 23rd letter responding to adequacy items,RM stated that the Dos <br /> Rios well is north of the Big Thompson River. <br /> However,the map indicates that it is south of the river, and the coordinates listed on <br /> the map for this well also suggest that it is on the south side.Also, please check the <br /> scale on this map and revise as appropriate. <br /> Raptor has confirmed the Dos Rios well is north of the Big Thompson River. There are <br /> minor although not insignificant in the context of a groundwater evaluation <br /> discrepancies between the Colorado DWR Well Permit GIS database maps and actual <br /> locations.This appears to be DWR maps are based on locations set out in original permit <br /> applications. Raptor was aware of this conflict and had opted to keep maps in the <br /> application consistent with those on the DWR GIS system. Raptor maps have now been <br /> updated to reflect GPS coordinates of the well locations where available. Exhibits C1, <br /> Existing Conditions Map, and G, Water Information Map have been updated, along with <br /> Addendum 16 to Exhibit G providing revised Water Well Detail. <br /> The scale on Exhibit G, Water Information Map has also been corrected. <br /> • The Contingency Plan in the current submittal is not sufficient. RM needs to add a <br /> Groundwater Assessment and Mitigation Plan to Exhibit G addressing potential impacts to <br /> nearby wells,including the Shable and Lafarge wells(and possibly the Dos Rios well <br /> depending on location). <br /> o The plan must state that if RM receives a complaint from a well owner,the following <br /> steps shall be taken. 1) RM will notify the Division within seven days of the complaint. <br /> 2)After the Division is notified, RM will review the data and available information and <br /> submit a report to the Division within 30 days.The report will include documentation <br /> of discussions with the water user who made the complaint and a review of baseline <br /> data from the affected well and vicinity to evaluate whether changes were due to <br /> seasonal variations,climate, mining,or other factors.The report will identify the <br /> extent of potential or actual impacts associated with the factors. 3) If mining or <br />
