The inspection conducted on March 6 was originally planned
for the month of February 2023. Due to winter conditions, the inspection was delayed. The
inspection was completed by Clayton Wein of the Division. Rich ... represented Blue Mountain
Energy during the inspection. The weather started with mostly clear skies turning to overcast
with a temperature of 27 degrees F. The ground at the mine site was covered with 16-18 inches
of snow.
FISH and WILDLIFE—Rule 4.18:
During the inspection, 3 separate groups of deer were seen. One was located by the DP-1 pond, another
group was spotted next to the access road to the B Seam Vent Shaft No. 1, and the last group was observed on the
north side of the haul road just east of the intersection of CR-65 and the haul road.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
There are 3 ponds located within the main facilities/portals area of the mine. No
discharge from PP-2 was occurring. The PP-1 pond was holding water with no discharge observed from the pond.
The embankments were covered with snow. No erosional features or indications of instability were observed.
Drainage control structures within the main facilities/portals area were observed to be functioning to transport
runoff to the DP-1 pond. Some ditches were observed to be filled with snow. There were no observed signs of
channel erosion or off-site impacts. The main facilities/portals area benches wee muddy with some small amounts
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 9
