I
requested .:ach agency consider providing an operator for the Mid-
Continent motor grader during the winter months to plow the access
road. I suggested that this would be a weekly occurrence, if not
more frequently depending on climatic conditions. I mentioned to
each that the purpose of keeping the road open would be to maintain
access in order to mobilize equipment to the site quickly if the
possibility of environmental damage was observed during spring run
off.
Mark Fuller stated that the Pitkin County Road and Bridge
Department was very hesitant to work on the road due to snow and
mud slide potential. Mark said that he felt that a weekly plowing
may not be sufficient, and in fact that the plow operators may feel
more comfortable to plow more frequently in order to keep tabs on
the situation. • Pitkin County has an individual in Redstone who
they have used to do this type of work in the past. However, Mark
felt that the County would want to be a last resort option, to be
utilized only in the case of an imminent danger. I understand this
to mean that the County would be available to help open the road in
the spring should the need arise, but would likely not be involved
in regular plowing operations. Pitkin County apparently would be
interested in helping to correct a problem on the site should one
be noted during the spring. This is consistent with past
commitments made by the County.
Dennis Mouland of the Forest Service stated that he thought that
the Forest may be willing to donate an operator, however he would
need to contact the Forest Supervisors Office for authorization.
He thought the only impediment would be whether an operator was
currently on staff. He also was not able to commit to the three or
four months of time needed. However, he said he would investigate
