Colorado Inactive Mine Reclamation Program
CLOSEOUT REPORT
ACTIVE MINE BOND FORFEITURE PROJECTS
Permit Information
Permit Number Operator Name Mine Name
M-1997-076 Gallenstein & Associates Komer Pit
Type of Mine: Surface Commodity Mined- Sand and Gravel
PRE-RECLAMATION SITE CONDITIONS
The Komer Pit site is located on private property 6 miles northwest of Fort Collins and 1/2 mile east of LaPorte in
Larimer County, Colorado. The Mining permit was issued in 1997 for mining sand and gravel. The permit area is
approximately 9 acres in size and includes a 4.3 acre pond that exposes groundwater. The permit was revoked
and the $18,000.00 bond was forfeited in 2007. Reclamation was delayed for a number of years because the
landowner, Gene Komer, was in the process of filing a plan for augmentation to replace water depletions caused
by the gravel pit. On October 4, 2010 a final decree was entered in Water Court for Case No. 02CW123 and it
no longer became necessary for the Division to address mitigation of the pit exposing groundwater.
Work to be done on site consist of extending the outlet pipe for the pond, disposing of concrete, dirt and rock in
the south east corner of the property, regarding the irrigation ditch to allow positive drainage, install a woven wire
fence, weed control and revegetating select areas of the site.
BIDDING/CONSTRUCTION INFORMATION
Type of Bid Documented Quote Purchase Order
(circle one) Invitation for Bid
PO Number: Contractor Name & Address: Construction Bond Amount - $17,100.00
PKA-12-1207 Dates:
R White Construction LLC
Start:10/24/2011
PO Date 691 1st Street End: 11/30/2011 Project Cost: $8,688.00
10/13/2011 Nunn, CO 80648
Construction Work Description
Construction began on October 24, 2011 with equipment and materials being mobilized to the project site.
Noxious weed control was addressed first because of the late season application. The Leafy Spurge patches
were sprayed with the herbicide Tordon on October 25, 2011 and a later application was applied to ensure it was
absorbed by the plant. A number of small Russian Olive Plants on the north and east side of the pond were also
removed and hauled to the landfill.
The outlet of the pipe was extended a total of 30 feet using a 30-inch diameter high density polyethylene (HDPE)
pipe. The three piles of borrow material on site were used to cover over the pipe extension. The area was
graded and blended in with the surrounding area. The irrigation ditch that runs north-south along the east
property line was cleaned of sediment and vegetation to allow positive flow. A woven wire fence was installed on
the east property line for a length of 1,000 linear feet. The woven wire fence was 48 inches high with 2 strands
of smooth wire above the woven wire. All disturbed areas were seeded, fertilized and mulched.
Remaining Reclamation Requirements and Estimated Cost:
Additional bond money is available for additional reclamation. The site will be monitored over the next few years
to determine if additional weed control is necessary.
ite\- <2( 0d-JD
Project Mana er Senior Project Manager
II -Y)
Date Date
