Colorado Inactive Mine Reclamation Program
CLOSEOUT REPORT
ACTIVE MINE BOND FORFEITURE PROJECTS
Permit Information
Permit Number: Operator Name: Mine Name:
M-1998-046 Carder, Inc. Hard Scrabble Pit
Type of Mine—Surface Commodity Mined—Sand & Gravel
PRE-RECLAMATION SITE CONDITIONS
The Hard Scrabble Pit is located 4 miles east of Lamar, Colorado in Prowers County, on land owned by Ron Peterson. This
was an 112c operation permitted for 240.33 acres to mine sand and gravel via the dredging method to depths of
approximately 25-30 feet. As of Technical Revision 3 (TR3) approved by the DRMS on April 16, 2015, the maximum
allowed disturbed acreage at this site was increased from 120 acres to 150 acres, and the required Financial Warranty
increased $318,362.00 more than what the current bond was held for at this site. According to the Colorado Division of
Water Resources, this site was in compliance with the amount of ground water that was exposed; it was augmented under
the Lower Arkansas Water Management Association through a water decree for up to 47.57 acres of exposed groundwater.
In June 2015, the Mined Land Reclamation Board ordered that the Financial Warranty be forfeited. The site requires further
reclamation, including overburden and topsoil replacement on 102.43 acres and revegetation on 102.43 acres. The funds
available to accomplish this were from the Hard Scrabble Pit Bond.
BIDDING/CONSTRUCTION INFORMATION
Type of Bid — Documented Quote
PO Number: Contractor Name &Address: Construction Bond Amount (after 5% administrative
CT-PKAA-2017-779 Iron Woman Construction and Dates: fee removed)-$78,095.23
PO Date: Environmental Services, LLC
Start: 6/28/17 Project Cost-$78,095.23
3600 S. Yosemite St, Suite 120 End: 7/25/17
Denver, CO 80237
Construction Work Description
Construction began on June 28, 2017 with equipment and materials being mobilized to the project site. Contractor
Removed the overburden pile and highwall associated with the narrow peninsula on the western side of the northern pond.
The overburden material was pushed into the pond and spread to an elevation of about 3 feet above the water, using over
22,500 cubic yards of onsite material, an excavator and a dozer. The site was seeded following grading.
Change Order#1 —Additional work was added to the original scope to reduce highwalls along the southern and western
edge of the southern pond. This additional work included moving an additional 23,000 cubic yards of material from two
locations and grading slopes to a 3V:1H overall grade. Contractor used material from comparable piles that had similar
volumes and haul/push distances as in the initial scope of work. The disturbed areas were seeded following grading. More
dozer time also was required to cover gravely areas. This was a better use of the current bond forfeiture funds. Converting
the additional excavator hours, cubic yards of material, and haul truck hours to dozer time allowed for more dirt pushing and
grading, which was the most practical and economical means of achieving the desired project results.
A total of almost 4 acres were graded and seeded.
The total cost for this work was $78,095.23. The project was completed on 7/25/17.
Remaining Reclamation Requirements and Estimated Cost:
Remaining reclamation requirements include replacing burden and topsoil on 98.43 acres, revegetating 98.43 acres, and
addressing additional highwalls on the north side of the northern pond and the south side of the southern pond. All of these
items will likely cost$700,000.
Lc
Protect Manager Senior Project Manager
Date Date
