Franklin to advise them of the urgency of the situation. Bill Gorton and John Miner indicated <br /> that they understood the urgency of the situation and concurred that I should proceed with the <br /> work. All parties were notified in writing by Erica Crosby. I asked John Miner if he wanted <br /> anything from the site and he said that most of what was there was left by Durango and there was <br /> not any valuable equipment that belonged to Franklin. There was nothing that he wanted. <br /> Construction Notes <br /> June 14, 2006 <br /> McCollum consolidated trash on-site and prepared the portal for grating. They also removed a <br /> dilapidated portal shed and used an excavator to clear the brow of the portal of unstable material. <br /> June 15, 2006 <br /> McCollum's and crew used an excavator to load and remove 45 tons of metal debris from the <br /> site. The salvage value for this material was $2,064.38. McCollum provided receipts of the scrap <br /> value. I inspected the site in the morning and found the excavator working to consolidate <br /> material and load debris into trucks. I also met with McCollum in the afternoon and advised him <br /> of the fire ban that was in effect in the County. I expressed my concerns regarding welding the <br /> grate. McCollum was welding inside portal in solid rock. Mud covered the floor of the adit. He <br /> had fire blankets, fire extinguishers and pulaskis on site. McCollum and I also talked about <br /> removing the wooden debris,trailers and garbage from the site. He had to use dump trucks that <br /> he loaded with the excavator to do this work because there were no roll-offs available. <br /> June 16, 2006 <br /> The rebar for portal closure was inspected. The rebar was installed according to specifications. <br /> McCollum was removing trash and scrap. I documented four oil spills on the site: One spill on <br /> the lower edge of the pile; one on the site of the old loadout; two on the upper bench. <br /> June 17, 2006 <br /> The portal closure was completed. Trash removal was almost complete. One more dump-truck <br /> load was required to finish the job. Oil spills will need to be evaluated by a licensed testing <br /> facility to verify the contents of spill and whether or not the contaminated material can be <br /> disposed of in a landfill. <br /> June 27, 2006 <br /> Americon Environmental Remediation Specialists came to the site to obtain samples of the spills. <br /> These samples were evaluated at their laboratory. <br /> August 9, 2006 <br /> Test results of the spills indicated that the material can be disposed of in the regular landfill. <br /> Material will be loaded with a backhoe into a 10 cubic yard dump truck and hauled to the <br /> landfill. <br /> August 14, 2006 <br /> McCollum used a backhoe to excavate spill material and load into dump trucks. Four spills were <br /> removed. A total of 45 cubic yards was removed to the landfill. <br />
