The urban infrastructure served by development of <br /> construction materials is a local and transitional benefit. The more remote <br /> these resources are from the need, the greater the cost to the private and public <br /> community. Unlike fixed urban impacts to the landform and area ecosystems, <br /> reclamation and restoration of extracted lands allow for preservation of natural <br /> buffers, and complementary alteration of both natural and human systems. <br /> Commencing on the family farm in 1948, the Varra family combines nearly <br /> 73± years of operational experience that serves as testimony to a history of <br /> sound and thoughtfully executed operations of this kind. For the Two Rivers <br /> Sand Gravel and Reservoir Project, lands not otherwise occupied for Developed <br /> Water Resources will be improved to the highest possible end-use. Post <br /> Extraction Uses beyond the Primary Use of Developed Water Resources will <br /> likely comprise continuing and diverse general agricultural uses; as well as <br /> possible light residential, commercial, or industrial uses; as determined by <br /> right, or as otherwise authorized by the governing authority. <br /> The restoration of above ground lands to native grasses and attending large <br /> water bodies are a baseline asset to area wildlife terrestrials and avifauna. <br /> Beyond good will, there are continuing landowner philosophical and economic <br /> enticements to further benefit area wildlife populations and diversity to further <br /> the value and enjoyment of the modified and surrounding lands. These efforts <br /> laid down over time involve the considerable experience of the landowner, staff, <br /> and other resources, including periodic consultation with the Colorado Division <br /> of Wildlife, the U.S. Natural Resources and Conservation Service, Colorado State <br /> University Natural Resource Departments and Extension Service, and a <br /> multitude of other natural resource professionals; including those highly <br /> qualified organizations and professionals who have already contributed to the <br /> Exhibits included under this application. <br /> Setting: The project area lies along and within the flood plain of the South <br /> Platte and Big Thompson Rivers.
