Page 2 <br /> Juniper Mountain House Site Development Plan—POST-SUFFICIENCY REVIEW SUBMITTAL <br /> 2. 6.4.4 Exhibit D — Mining Plan: The applicant states the topsoil on-site was measured <br /> between 14-18 inches in depth. Please provide a copy of the soils report or other <br /> documentation verifying the topsoil depth on-site. <br /> The applicants response is incomplete and states, "Extraction will leave at least". Please <br /> provide a complete response to Item #12. <br /> Response: Soil Information is provided with exhibit. Soil depths were estimates observed on <br /> site by the owner. Extraction will leave at least 3-6 inches on site for reclamation purposes. <br /> The 3-6 inches will be verified by digging test holes on a 500' x 500' grid prior to mining to <br /> verify soil depths. <br /> 3. 6.4.5 Exhibit F — Reclamation Plan Map: The Exhibit F map provided by the Applicant is <br /> difficult to read. Please submit a large format (24"x36") copy of the map. <br /> Response: Per emails on February 1, 2023 this has been reviewed for adequacy. A new <br /> 24x36 will be delivered with the submittal. <br /> 4. 6.4.5 Exhibit F — Reclamation Plan Map: Rule 6.2.1(2)(b) requires maps to be signed by a <br /> registered land surveyor, professional engineer, or other qualified person. Please submit a <br /> signed copy of the Exhibit F map. <br /> Response: Per emails on February 1, 2023 this has been reviewed for adequacy. <br /> 5. 6.4.5 Exhibit F — Reclamation Plan Map: The Applicant informed the Division the oil and <br /> gas well located in the northeast corner of Cell 6 was abandoned and the well peninsula will <br /> be included in the Mining Plan. Pleas provide a revised copy of Exhibit F-1 indicating the <br /> revised reclamation plan for the cell. <br /> Response: Per emails on February 1, 2023 this has been reviewed for adequacy. <br /> 6. 6.4.18 Exhibit R — Proof of Filing with County Clerk and Recorder: Please provide an <br /> affidavit or receipt indicating the date on which the revised application information required to <br /> address this adequacy letter was placed with the Weld County Clerk and Record for public <br /> review, pursuant to Subparagraph 1.6.2(1)(c) <br /> Response:proof is provided with the paper copies of this submittal. <br /> 7. 6.4.19 Exhibit S — Permanent Man-made Structures: Please provide the division with <br /> copies of all signed structure agreements with the owners of permanent man-made structures <br /> within 200 feet of the proposed affected area boundary. <br /> The division did not receive proof of notification for the following permanent man-made <br /> structures owners within 200 feet of the boundary of the affected land as identified on the <br /> Exhibit C map. Please provide proof of notification for the following owners of record. <br /> Response: Certified letters were mailed to these entities on February 1, 2023. Please note <br /> the Green return cards have not been located, but USPS's website indicates they have been <br /> delivered. I have attached screenshots of the website for proof. Both of these entities were <br /> also called prior to the mailings going out and did not indicate any issues with the project. <br /> Additionally, a USR permit will also need to be approved with Weld County prior to mining <br /> beginning. <br /> 8. 6.4.19 Exhibit S— Permanent Man-made Structures: Please provide a copy of the generic <br /> structure agreement sent by the applicant to the structure owners within 200 feet of the <br /> proposed affected area boundary for Division review. <br />
