The site is in final reclamation,and not active the day of the inspection. Mindy
Sickles of Elk Ridge Mining and Reclamation accompanied the inspection. Due to the excessively muddy
conditions of the site the inspection confined to accessible roads and areas. Four Photos accompany this report to
illustrate the observed site conditions.
BACKFILL and GRADING—Rule 4.14
Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f);
Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6:
Access to the backfill area was attempted,however due to warmer temperatures and melting
snow,the conditions were too muddy to proceed. Therefore,the backfill area was observed from BB Road near
the Johnson Property Topsoil Storage Area. The backfill area appeared to be stable and no evidence of significant
erosion was noted.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;
Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
Pond 016 was observed to have standing water at the time of the inspection. The pond floor and banks are
well vegetated and in good condition. Pond 016 can be seen in Photo One. In the areas adjacent to Pond 016,the
surface water control features had melted off and were flowing water from snowmelt. All observed ditches were
free from obstruction and functioning as designed. Most all of the observed ditches and water conveyances were
running water at the time of the inspection in response to higher temperatures and snowmelt. All were flowing
freely and no evidence of significant erosion was noted.
SUPPORT FACILITIES -Rule 4.04:
The Facilities Area around the office was observed,all buildings were in good condition, secured and
showed no signs of vandalism or damage. The shop building was secured and the above ground storage tanks,
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 5
