The East Clear Water Ditch was also noted <br /> to be free from obstruction and not flowing at the time of the inspection. Evidence of recent flows was observed <br /> indicating the Ditch is functioning as designed. The CWD can be seen in Photos Three and Four. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> King I Facility <br /> Both the Upper and Lower Refuse Piles were observed during the inspection. At the Lower Refuse Pile the <br /> temporary stockpile of waste material has grown since the Division's previous inspection. The stockpile is <br /> estimated to be approximately 40,000 tons of waste at the time of the inspection. The temporary stockpile can be <br /> seen in Photos Five and Six. Also,during the inspection waste material was actively being trammed to the Upper <br /> Refuse Pile by way of front end loader. The material is hauled as conditions allow resulting in a stockpile of waste <br /> on the Upper Refuse Pile estimated to be 7,000 tons. The stockpile on the Upper Refuse Pile can be seen in Photo <br /> Seven. The stockpile area has been cleared of snow for storage of the waste until conditions allow for final <br /> placement. The remainder of the Upper Refuse Pile is snow covered,however will be cleared in preparation for <br /> the upcoming snowstorm. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> King II Facility <br /> The Topsoil Stockpiles at the King II Facilities were observed to be in good condition and stable at the time of the <br /> inspection.
