Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a partial inspection conducted by Lucas West of the Colorado Division of Reclamation,Mining and <br /> Safety's Active Mines Program. The site is in final reclamation,and not active the day of the inspection. The <br /> weather was clear and dry.No Operator representative was present or accompanied the inspection. Contact was <br /> attempted but was unsuccsessful. Due to the fact that no Operator representative was present,as well as the <br /> excessively muddy conditions of the site the inspection confined to accessible roads and areas. Five Photos <br /> accompany this report to illustrate the observed site conditions. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Access to the backfill area was attempted,however due to warmer temperatures and melting snow,the <br /> conditions were too muddy to proceed. Therefore,the backfill area was observed from BB Road near the Johnson <br /> Property Topsoil Storage Area. The backfill area appeared to be stable and no evidence of significant erosion was <br /> noted. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 016 was observed to have no standing water at the time of the inspection. The pond floor and banks <br /> are well vegetated and in good condition. Pond 016 can be seen in Photo One. In the areas adjacent to Pond 016, <br /> the surface water control features were snow covered,but free from obstruction and appeared to be able to <br /> function as designed. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The Morgan Property alfalfa field was observed,also from the vantage of BB Road. The field is in good <br /> condition, snow covered,and no evidence of significant settling, slumping or erosion was observed.
