Rifle Gi a,e! Pir #1 _1anl i ai v 2+,,2';
• No earth dams will be constructed to impound water.
• All surface areas of the Affected Lands, including spoils piles stockpiled for more
than 180 days, will be stabilized and protected so as to effectively control erosion.
• Scott has installed piezometers to monitor the groundwater levels on the parcel and
can provide that data upon request.
6.1.1.3 Groundwater—Specific Requirements
• Scott will not be discharging to groundwater nor surface waters.
• Scott will not have an in-situ leach mining operation.
• Scott has installed piezometers to monitor the groundwater levels on the parcel and
can provide that data upon request.
See Section 8 and Figure 16, Exhibit G for more information regarding water.
6.1.1.4 Wildlife
All aspects of the Rifle Pit mining and reclamation plan consider the safety and protection of
wildlife on the excavation/pond site, at the operations area, and along all access roads to
the mine site with special attention given to critical periods in the life cycle of those species
which require special consideration.
See Section 9 for more information regarding wildlife and habitat management.
6.1.1.5 Topsoiling
Topsoil will be removed and segregated from other spoil as part of the Rifle Pit mining and
consider the following management practices and standards:
• Vegetative cover will be applied to avoid deterioration of the topsoil, protect it from
wind and water erosion, and keep it free of any contamination by toxic or acid-
forming material so it can be used for reclamation.
• Woody vegetation at the site will be removed from or appropriately incorporated into
the existing topsoil prior to excavation within the Affected Lands. Note that woody
vegetation is minimal in the proposed Permitted Area.
• Scott will try to ensure that existing vegetation is put to a beneficial use such as
firewood, mulching, lumber, etc.
• Topsoil and overburden stockpiles will be stored in a location and in a configuration
to avoid erosion and interaction with the mining activities. The stockpile areas are
depicted in Figure 9, Exhibit C4 and Figure 10, Exhibit C5.
• The topsoil and overburden stockpiles will be rehandled as little as possible until
replacement on the regraded, disturbed areas, or until surplus material is sold. Scott
will obtain proper approval from the Board or Office prior to relocating topsoil and
overburden stockpiles.
• Measures will be taken to assure the stability of replaced topsoil on graded slopes by
roughing in final grade to eliminate slippage zones.
39
