Typically maps includes additional <br /> information to aid clarity, even though such information is not necessarily called out by <br /> the Rules and Regulations. This serves to minimize extensive additional narrative. since <br /> a picture (commonly) really is worth a thousand words. <br /> It should be considered that the Rules and Regulations call for a considerable amount of <br /> information that must appear on the included maps. Some discretion as to what is <br /> revealed and how on a given map exhibit is in part determined in the submittal to meet <br /> the demands of communicating to a broad audience. Some information that might appear <br /> or not appear on a given map are commonly represented on another for the sake of <br /> context with the associated narrative under the same or similar intent. <br /> We are aware of the present-day names and full anacronyms of governmental agencies <br /> referenced in this submittal. It is a matter of convention versus free expression as a <br /> reasonable person might view it. Clearly, the Agency comments suggest it understands <br /> the application of the names and letters that we used.
