Rule 2: Permits <br />LCC proposes to establish grassland in the surface mine azea. Post-mine topography of these areas <br />• is shown on Map 2.05.4-1. Topsoil will be salvaged from new road construction areas and stored <br />in windrows adjacent to the roads or in a stockpile near the roads. After the roads are no longer <br />needed, they will be scarified, topsoil replaced, and seeded with the appropriate seed mixture. <br />Selection of plant species for revegetation is based on pre-mine species occurrence, establishment <br />potential, growth characteristics, soil stabilizing qualities, livestock and wildlife palatability, <br />commercial availability, and post-mine land use objectives. Redistributed soil and substrate <br />properties, along with texture and water holding capacity, have also been considered. <br />Characteristics of pre-mine vegetation communities are described in Section 2.04.10 and locations <br />of these communities are shown in Map 2.04.10-1. A summary of the proposed post-mine <br />communities is presented below for the surface disturbance areas. <br />Reclamation of Roads <br />At the request of the landowner (see letter in Exhibit 17), haul roads will be retained as permanent <br />structures at the site. Roads will be maintained at their constructed width, with existing safety <br />berms reduced in size but left in place to the extent necessary to control run-off from roadways and <br />allow for sediment control. The haul roads and access roads will be maintained until released for <br />• post-mining industrial land use. Remaining light use roads which pre-date the mining operation <br />will be left in their existing condition. Light use roads constmcted during mining will be reclaimed <br />in the same mower as access roads if they are no longer needed for servicing post-mining land <br />uses. <br />Upon termination of mining, the haul mad crossing the active area of mining will be relocated to a <br />location paralleling the top of fill 7 and fill 9 (Map 2.05.4-2). This will provide a southern exposure <br />to the mad making winter maintenance easier, The previous road location will be reconstructed to <br />provide on contour drainage co~rol ditches to pond 8 and pond 9 along the reclaimed north facing <br />slope.
