EXHIBIT E RECLAMATION PLAN
1 . General Reclamation Plan
The total disturbed area to be reclaimed under this permit is 176.1 acres out of the 268-acre
permit area. Reclamation of the Hayden Gravel Pit will convert all disturbed areas to a post
mining land use as dry rangeland. This is consistent with the pre-mining land use and
surrounding land uses. Reclamation will occur contemporaneously as mining progresses
through the site. As mining in certain areas has been completed, they will be reclaimed to
reduce the total disturbance and total reclamation work at one time. Following the completion of
mining, final reclamation of the entire site will commence.
In accordance with the Routt County Land Development Code, conservation area(s) must be
dedicated by the permittee to prevent future development. The required area for this is equal to
the acres of disturbance greater than 9.9 initial acres. The Hayden Gravel Pit will dedicate a
minimum of 92.3 acres as a conservation area to Routt County for the new mining disturbances.
This land dedication includes ground within the property but not within the permit and affected.
Map F-1 shows the distinct areas. Pod 1 already has its land dedication area from previous
permitting with Routt County. Pods 2 and 3 will require the new land dedication. This is
described in more detail in the Routt County Special Use Permit. Refer to Map F-1 for the land
dedication area boundaries.
The permit and affected area of the site are 268 acres, not all of which will be disturbed and
require reclamation. Table E-1 below summarize the final land uses within the affected area
upon completion of reclamation.
Table E-1 Reclamation Areas
Description Area
Access Roads 2.0
I Revegetated(hay meadow and dry rangeland) 174.1
Disturbed Area Total 176.1 j
Undisturbed Area 91.9
Total Affected Permit Area 268.0
Reclamation of all mining areas includes backfilling and grading of slopes, topsoiling, and
seeding for revegetation. Reclamation will begin as soon as mining has been completed in each
pod. Smaller portions of each pod may be reclaimed if they are no longer being mined or used
for operations. All final mining slopes will be backfilled and graded from a 2H:1 V to their final
reclaimed 3H:1V slopes. They will be graded and compacted for stabilization and to prevent
erosion. Stockpiled overburden will be used for slope backfilling or dispersed and graded
around the site. Stockpiled topsoil will be spread across all disturbed areas in a 12-inch lift in a
Hayden Gravel Pit
December 2022 E-1 Lewicki&Associates
