EXHIBIT E RECLAMATION PLAN <br /> 1 . General Reclamation Plan <br /> The total disturbed area to be reclaimed under this permit is 176.1 acres out of the 268-acre <br /> permit area. Reclamation of the Hayden Gravel Pit will convert all disturbed areas to a post <br /> mining land use as dry rangeland. This is consistent with the pre-mining land use and <br /> surrounding land uses. Reclamation will occur contemporaneously as mining progresses <br /> through the site. As mining in certain areas has been completed, they will be reclaimed to <br /> reduce the total disturbance and total reclamation work at one time. Following the completion of <br /> mining, final reclamation of the entire site will commence. <br /> In accordance with the Routt County Land Development Code, conservation area(s) must be <br /> dedicated by the permittee to prevent future development. The required area for this is equal to <br /> the acres of disturbance greater than 9.9 initial acres. The Hayden Gravel Pit will dedicate a <br /> minimum of 92.3 acres as a conservation area to Routt County for the new mining disturbances. <br /> This land dedication includes ground within the property but not within the permit and affected. <br /> Map F-1 shows the distinct areas. Pod 1 already has its land dedication area from previous <br /> permitting with Routt County. Pods 2 and 3 will require the new land dedication. This is <br /> described in more detail in the Routt County Special Use Permit. Refer to Map F-1 for the land <br /> dedication area boundaries. <br /> The permit and affected area of the site are 268 acres, not all of which will be disturbed and <br /> require reclamation. Reclamation will begin as soon as mining has been completed in each <br /> pod. Smaller portions of each pod may be reclaimed if they are no longer being mined or used <br /> for operations. All final mining slopes will be backfilled and graded from a 2H:1 V to their final <br /> reclaimed 3H:1V slopes. They will be graded and compacted for stabilization and to prevent <br /> erosion. Stockpiled overburden will be used for slope backfilling or dispersed and graded <br /> around the site.
