Mining operations during previous permit terms have utilized long wall extraction and room and
pillar techniques to extract coal from the "D" Seam. "D" Seam mining within the permit area
was completed in 1999, with operations shifting to the underlying"B" Seam, beginning with
development mining in 1998/1999 and the imitation of longwall mining in early 2000. Mining
operations and schedules were substantially altered by a mine fire in longwall panel 9 in January
1996. The entire "D" Seam longwall mining district in the northern portion of the permit area
was eventually sealed off and the longwall equipment not recovered.
The original 1981 permit has been renewed seven times. The Deserado Mine permit was last
renewed in May 2019. The current permit term is from May 29, 2019 to May 29, 2024.
The majority of the Deserado Mine permit boundary lies within Rio Blanco County. With the
final approval of PR-8, a portion of the Deserado Mine permit boundary lies within Moffat
County.
The general area of the mine is characterized by gently rolling to moderately steep landforms.
The mine is located in the White River Basin, which is the eastern portion of the larger Uinta
Basin. The permit area is located in portions of Sections 1, 2, 3, 4, 10, 11, and 12, Township 2
North, Range 101 West and all or portions of Sections 17 through 23, and 25 through 36,
Township 3 North, Range 101 West of the 6th Principal Meridian.
The post-mining land uses are grazing for livestock and wildlife at the mine site.
Permit(C-1981-018)
- Division issues Permit C-1981-018 July 7, 1981
- Permit Renewal No. 1 July 27, 1989
- Permit Renewal No. 2 July 27, 1994
- Permit Renewal No. 3 July 28, 1999
- Permit Renewal No. 4 January 4, 2005
- Permit Renewal No. 5 July 27, 2009
- Permit Renewal No. 6 October 21, 2014
- Permit Renewal No. 7 May 29, 2019
This Midterm Review is required to be completed by November 29, 2022.
SECTION II—REVISIONS TO THE PERMIT
The following is a summary of the revisions to the permit since the RN-7 Findings Document
dated May 29, 2019.
Revision No. Approval Date Nature of Revision Bond
MR-175 06/03/2019 Belt press addition coal mining and +$13,691.00
reclamation
TR-72 10/10/2019 Establishment of an additional +$644,078.00
refuse disposal area A and
Deserado Mine -3- 12/21/2022
