December 15, 2022 C-1980-004/McClane Canyon Mine CCW <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> During the inspection all of the sites sumps were covered with snow. Two sumps are located at the mine <br /> portals bench, several sumps are located along the haul road,and two sumps are located on the west end of the <br /> mine office pad. All sumps were observed to be stable with no indications of erosion. The sumps located at the <br /> mine office pad have silt fences installed on their outlets. The silt fences were stable and in good condition. <br /> There is on sediment pond located just to the east of the mine office pad(Photo 1). The pond was completely <br /> covered with snow. There was no discharge through the primary spillway. The outlet of the spillway was clear of <br /> debris. The embankment was snow covered and stable. There were no indications of erosional features. <br /> The mine office pad was covered with approximately 3 inches of snow during the inspection. The pad had no <br /> indications or erosion or instability. <br /> The mine portal bench was covered with 4-6 inches of snow (Photo 2). The pad was stable and there were <br /> erosional features observed. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The coal waste pile is located on the east side of the sediment pond. The pile was snow covered(Photo 3). <br /> There were no erosional concerns identified. Mr. Silengo stated that pond cleanings had been added to the pile <br /> since the Division's September 2022 inspection. He also mentioned that the back side of the pile was maintained <br /> to keep refuse material pulled back from the diversion ditch. The Pile was observed to be stable at the time of the <br /> inspection. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5) and(6), Reclamation 4.03.1(7)/4.03.2(7): <br /> The haul road was covered with snow at the time of the inspection. There were no indications of erosional <br /> features or instability. The haul road ditch was also covered with snow. There were no indications of instability. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> The mine identification sign is displayed on the gated entrance to the mine site. The sign was in good <br /> condition and information about the permit,permittee and the Division were clearly visible. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> The topsoil pile was covered with snow(Photo 4). There were no observed signs of erosion or instability <br /> with the pile. The topsoil pile marker was located in an unobstructed spot on top of the pile. The perimeter ditch <br /> was also covered with snow.
