mining operations from residential structures,out buildings,adjacent roads, structures, utilities and <br /> oil and gas infrastructure.The mining boundary line is subject to change as specific soil conditions <br /> may require adjustment. <br /> 3. Mining-The mine reclamation permit is organized into one (1) industrial/commercial Phase <br /> and four(4) mine Phases. <br /> a. City of Evans has annexed Hunt Brothers Properties, Inc. Parcels 1, 2 and 3 into the City <br /> of Evans. <br /> b. Commercial/Industrial Phase land Mine Phases 2 through 5 are all located in the City <br /> of Evans in a Heavy Industrial area, 1-3 zone with a city approved site plan. <br /> c. Commercial/Industrial Phase 1-This Phase shall remain in operation for the duration <br /> of the project. <br /> i. The hot asphalt plant site and recycle material yard are in parcel III and west <br /> of the 351h Avenue right of way which will not be mined for sand and gravel. <br /> Topsoil will be striped and stockpiled for reclamation use and the site will be <br /> graded for industrial operations.The sites will be finished with gravel to <br /> facilitate industrial land uses. <br /> ii. The aggregate wash plant,settling ponds,ditches,truck scales,office and <br /> mine access are in parcel I and east of the 35th Avenue right of way which will <br /> not be mined for sand and gravel. Topsoil will be striped and stockpiled for <br /> reclamation use and the site will be graded for industrial operations. <br /> iii. Mining will be used to excavate two square settling ponds that are t2.4 acres <br /> total in size for the commercial wash plant system and construct ditches from <br /> the wash plant through the ponds to the outfall at the South Platte River. The <br /> settling ponds are located at the North end of Parcel 1. The ponds will be <br /> cleaned periodically, and the settled inert material will be used as backfill in <br /> mine Phases 2 through 5,depending on timing and the Phase that is active <br /> when the ponds are cleaned. No other mining will occur is Phase 1. <br /> d. Truck scales and the mine office will be installed with any required utilities. <br /> e. The hot plant site will be graded for installation of the permanent hot plant equipment. <br /> f. Recycle aggregate crushing and screening equipment will move on site and begin <br /> processing the waste materials into usable recycled aggregate materials ready for sale <br /> or use at the asphalt hot plant. <br /> g. The permanent wet plant equipment and infrastructure will process material from this <br /> mine site and imported materials from other locations. Material fines from the wash <br /> plant will be used as inert backfill for mine Phases 2 through 5. <br /> h. The wash plant and asphalt hot plant will begin producing commercial products for sale <br /> and use in the community. <br /> i. The Phase 1 commercial/industrial area reclamation bond should be maintained for <br /> the duration of the project. The 2.4 acre settling pond excavation is not included in the <br /> rotating 25-acre maximum excavation and backfill at one-time commitment. <br />
