December 14, 2022 C-1981-035/King Coal Mine LJW <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> At the King I facility the Lower Refuse Disposal Area was observed. At the time of the inspection Gobb <br /> material was actively being transported and deposited. The material was being worked and stockpiled for further <br /> transport up to the Upper Refuse Disposal Area. The stockpile, shown in Photo Four,is of considerable size, and <br /> is only being stored there temporarily. Outside of the footprint of the stockpile the surface of the Disposal Area is <br /> in good condition and appears to meet the design specifications for size and compaction. At the northwest corner <br /> of the Lower RDA,work has been completed in reshaping the pile away from the East Clear Water Ditch and the <br /> installation of a berm to prevent material from encroaching on the ditch. Photo Five shows the area that had been <br /> repaired. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> Both topsoil stockpiles at the King II facility were observed. The stockpile located along the access road <br /> near the sediment pond is well vegetated and appeared stable at the time of the inspection. The vegetative cover is <br /> dense and diverse and no evidence of State Listed noxious Weeds were observed. The stockpile can be seen in <br /> Photo Six. The second stockpile is located on the east end of the affected area near the stacker tubes and can be <br /> seen in Photo Seven. The second stockpile is also in good condition and well vegetated. No evidence of State <br /> Listed Noxious Weeds was noted and the vegetative cover is dense and diverse.
