Technical Revision No. 29 was approved on June 16, 2020. TR-29 approved additional portals <br /> and an access road that would access the new portals. TR-29 increased the reclamation liability <br /> by $108,545.00. The disturbed area was increased by 2.15 acres and affected area increased by <br /> 114.67 acres. <br /> Technical Revision No. 30 was approved on May 20, 2021. TR-30 approved utilization of an <br /> existing ranch road for access to facilities on the adjacent Federal permit. It also allowed for <br /> increase of the disturbance area by 0.81 acres, and increased the approved affected area by 11.76 <br /> acres. This area, "the Old Barn area"had adequate reclamation costs already assigned to it, so no <br /> increase in reclamation liability was required. <br /> Permit Revisions <br /> One Permit Revision has been approved since the RN-7 was approved. Permit Revision No. 10 <br /> was approved on December 1, 2020. PR-10 approved addition of 397.5 acres to the permit area, <br /> bringing the total permit area to 3,102.9 acres. PR10 did not propose any additional disturbance. <br /> Affected area consists of area that potentially could be affected by subsidence, or within the <br /> affected angle of draw of the underground workings. The proposed affected area is 332.0 acres. <br /> The proposed additional acreage consists of five (5) non-contiguous parcels that are either <br /> privately owned or are federally owned (U.S. Bureau of Land Management). These five parcels <br /> are within the recently approved Federal Lease COC-78825. The majority of the Federal Lease <br /> area falls within the Federal Permit CO-0106C. However, due to surface ownership of the five <br /> parcels, they do not qualify to be administered under the Federal Permit CO-0106C. No <br /> additional reclamation liability was required with the approval of PR-10, since no disturbance is <br /> anticipated on the incorporated parcels. <br /> Surety Releases <br /> The Division has not approved any bond releases related to the King Coal Mine. GCC, <br /> LLC has not requested any surety releases. <br /> Status of Stipulations <br /> The stipulation history for the King I and II Mine was reviewed with this renewal application. <br /> The review included an investigation of any stipulations imposed, and any responses to existing <br /> stipulations received since the last midterm review. Any stipulations associated with this permit <br /> and issued over the life of this operation which are not discussed in this midterm review have <br /> been complied with or terminated. <br /> Permit No. C-1981-035 has no active stipulations. All previous stipulations were complied <br /> with prior to the last permit renewal and have subsequently been removed from the permit. <br /> 2 <br />
