5.0 Subsoil Quality
All the topsoils that will be redistributed on the Morgan Property have been thoroughly analyzed
via the sampling of the stockpiles. The data from the sampling of the stockpiles in Attachment
2.06.6-1
6.0 Revegetation Plans
This revegetation plan details the methods and materials required to successfully restore prime
farmland to equal or better production than prior to mining activities. This plan will be applied
over the 90.96 (87 Morgan + 3.96 WFC) acres of prime farmland disturbed within the permit
area The plan is designed to restore crop production as quickly as possible, however success will
be determined based on crop yields for the preceding three years prior to bond release. Although
soil testing will be conducted, these results will be used to predict crop responses; only crop
yield will be utilized to determine reclamation success.
All of the Prime Farmlands within the permit area will be reclaimed to the post mine land use
of Irrigated Cropland Section 2.05.4(2)(e) contains the revegetation plans for all post mine land
uses, with Irrigated Cropland discussed in subsection 5.0. The plans discussed below are
additional steps that only apply to prime farmland.
6.1 Prime Farmland Reveutation Success Criteria
Two areas of irrigated cropland will be established within the New Horizon permit area. One is
the Morgan Property, and the other is a small portion of the WFC property adjacent to Pond 013.
These IC areas include all of the Prime Farmland within the New Horizon Mine permit.
6. 1.1 Reference Area Comparison
The New Horizon 2 Mine will use a reference area within the current Morgan Property for
determining successful revegetation of Irrigated Cropland areas. The reference area is discussed
in detail in subsection 5.5 of Section 2.05.4(2)(e). The Prime Farmland revegetation success
standard is based on achieving 100% of the reference area production (within the statistical
confidence interval) on a three year adjusted average (Rule 4.25.5(3)(c)). Both prime farmland
and non -prime farmland areas of Irrigated Cropland will be measured according to the sampling
and statistical analysis methods described in Section 2.05.4(2)(e) subsection 5.5.4.
The reference area will be studied each year that any Irrigated Cropland post mine area is studied
for bond release.
January 2016 (TR -70) 2.06.6-3
