3.0 Topsoil Removal and Replacement Methodology
The removal of topsoil on the Morgan Property has been conducted in two lifts since February
2008 and in one lift prior to that time. Since 2008, all Lift A and B soils stripped on the Morgan
Property has been stored in stockpiles on said property. Map 2.05.4-6 shows the stockpiles, along
with the replacement layout for all soil on the Morgan Property. Soil replacement plans for the
Prime Farmland on the WFC property can be seen on Map 2.05.4-9.
3.1 Topsoil Stripping Operations
Topsoil has been stripped from the Morgan Property by a combination of dozers, shovels, haul
trucks, and other similar equipment. The topsoil has been placed in stockpiles according to Lifts.
For the 4.76 acres of prime farmland 98A soil in the northwest corner of the WFC property, 3.96
acres of this topsoil was stripped and stockpiled (prior to the determination of prime farmlands in
February 2008 to create sediment pond 013. The topsoil was stripped in a combined lift to a
depth of 40 inches. The Mixed Lift topsoil can be found in Stockpile 4. The salvage volumes for
this stockpile are shown in Table 2.05.4(2)(d)-2 and Map 2.05.4-9.
3.2 Topsoil Redistribution
The Morgan Property is broken down into four zones for soil replacement planning. These zones
include both areas of topsoil redistribution and the undisturbed area that will be used as a
reference area. The layout of the zones can be seen on Map 2.05.4-6. Map 2.05.4-9 shows the
zones for the area of the mine north of BB Road, including the Prime Farmland area on WFC
property. Topsoil distribution designs for all zones can be seen in Section 2.05.4(2)(d) subsection
12.0.
Pond 011 will remain in place until the areas that drain to it achieve sufficient revegetation to
control erosion. Once the pond is no longer needed, it will be reclaimed using the same soil
redistribution and revegetation plan as the rest of the Prime Farmland next to it.
4.0 Topsoil Stockpile and Storage Plans
All topsoil stripped from the Morgan Property after February 2008 has been stockpiled on the
Morgan Property. Map 2.05.4-6 shows the location of each stockpile discussed. Prime farmland
soils stripped from the WFC property north of BB Road has been placed in a stockpile near Pond
013, which can be seen on Map 2.05.4-6.
January 2016 (TR -70) 2.06.6-2
