DRMS 10 November 2022
DRMS is in receipt of correspondence between Trapper Mine and History Colorado regarding
the above question. Trapper Mine corresponded with History Colorado Staff on 26 October
2022. History Colorado on 3 November 2022 provided a concurrence letter regarding the
cultural surveys previously undertaken in this portion of the permit, finding no adverse effect.
This rule is adequately addressed.
Rule 2.05.6(4) Mitigation of Impacts, Public Parks and Historic Places
2. Please address the concerns related to the 17 October 2022 letter from History Colorado
as it relates to listed archeological sites and provide information as to Trapper Mine
Inc's,plan to protect any sites listed or eligible for listing as determined by SHPO.
DRMS 10 November 2022
This rule is adequately addressed by the above mentioned History Colorado concurrence
letter.
Rule 3.02.2 Performance Bond
DRMS understands that no additional disturbance was requested for TR130 in the original
application. DRMS also notes that in PR10 206.7 acres were approved for disturbance and that
pre TR132 Trapper has utilized 171.1 acres of the 206.7 requested. Proposing TR132 would
utilize 204.92 acres of the PR10 request, leaving 1.78 acres of the PR10 request.
Also, reclaimed and not yet bond released for TR130 totaled 90.4 acres. DRMS will carry this
acreage over to the TR132 cost estimate.
DRMS's CIRCES cost estimate indicated the amount required for reclamation associated with
TR132 to be $354,604.00, not including the costs associated with acres reclaimed and not yet
bond released (90.4 acres RNYBR). DRMS calculated the costs associated with RNYBR acres
to be $67,872.25. The total cost for reclamation associated with TR132 is $422,476.25. DRMS
notes that as of 30 October 2022 Trapper Mine Inc's bond amount was increased to
$45,100,000.00. DRMS finds that the current surety is sufficient to cover the reclamation costs
associated with the TR132 permitting action.
Rule 4.03 Roads
This rule is adequately addressed.
DRMS found that the Mining and Regrade maps, Topsoil Stripping maps and Post Mining
Topography maps reflect the permitted mine plan and verified associated conditions on the ground.
DRMS finds these topics adequately addressed.
DRMS has no further adequacy questions. Please find the final CIRCES reclamation cost estimate
enclosed.
