District to determine when cultivation can be resumed after re-seeding.
Seed mixes will be certified as weed free and, as the Operator, Montrose
County will include the Thompson Pit in their noxious weed control
program.
(d) As indicated on the Mining Plan in Exhibit C of this application, all site
topsoil will be salvaged and stockpiled to use in the reclamation process.
That topsoil will be supplemented, as needed, by fertilizers or other soil
amendment at the recommendation of the NRCS. An estimated 65,000
cubic yards of topsoil will be required for the seed bed preparation prior
to re-seeding with the NRCS recommended seed mix presented in Exhibit
J of this application.
(e) Reclamation will be performed at the conclusion of mining operations.
Since several areas of the active mining area may potentially used
simultaneously, the safety of site workers involved in reclamation will be
improved if active mining has been completed prior to reclamation.
However, if practical, the Operator will perform concurrent reclamation as
areas of the pit are mined out. Total reclamation of the site is estimated
at sixty-five (65) 8-hour days as outlined in Exhibit L. It estimated that a
total of sixty (60) days will required to place and prepare topsoil and to
revegetate the quarry site using the hydro-seeding method, which is
estimated to take five (5) days. Seeding will be coordinated to match
periods of anticipated precipitation and no supplementary irrigation is
planned for the re-seeding process.
(f) Finished grade of site slopes will be a maximum of 3H:1V to provide
slope stability for natural landscaping similar to the pre-mining conditions
at the site. Exhibit J of this application included the NRCS recommended
native seed mix. The best seasons of natural precipitation for seed
germination are from August to September during the summer monsoon
season and from March to May during the spring rain season. No fertilizer
was recommended by Ms. Amanda James of the NRCS in her May 18,
2022 letter located in Exhibit J of this application. However, at the time of
reclamation, the appropriate agencies will be re-contacted to confirm
recommended reclamation methods, seed mixes, etc. Approximately 6
inches of salvaged topsoil, equivalent to existing depth, will be placed and
prepared for the seed bed.
Thompson Pit
Exhibit E
