6.4.4 EXHIBIT D— Mining Plan <br /> In addition to the mining plan map presented as Exhibit C2, the following planned <br /> mining activities are proposed for the Thompson Pit mining site: <br /> (a) Clearing and Grubbing Phase— Prior to the mining of a new phase of the quarry, <br /> the Operator (Montrose County) will clear existing vegetation from that area <br /> using a bulldozer. Trees and shrubs will be stockpiled for burning during <br /> acceptable periods of the year (winter months). <br /> (b) Earthmoving (topsoil stockpile) —After clearing and grubbing active mining area, <br /> the Operator will remove all available topsoil and stockpile in the areas <br /> designated on the mining plan map. The stockpile will be surrounded by a <br /> containment ditch bordered by straw wattles (erosion logs) to prevent sediment <br /> from leaving the mining site as detailed in the Best Management Practices (BMP) <br /> in Exhibit E— Reclamation Plan. Those BMP's will remain in place until the <br /> stockpiles stabilize. The Operator will use a bulldozer to pile the topsoil and a <br /> front-end loader and truck to load and transport the topsoil to the designated <br /> stockpile location. <br /> Mining — Initially, the Operator will use a track hoe to excavate sand and gravel <br /> for screening and crushing onsite. Additional equipment to be used are haul <br /> trucks and front-end loaders. <br /> (c) No water diversions or impoundments are planned for the site, however all <br /> existing drainages will be protected from offsite sediment migration by the BMP's <br /> presented in Exhibit E — Reclamation Plan. No groundwater is anticipated at the <br /> site and stormwater generally sheet flows over existing slopes to drainages to <br /> the southwest of the affected area. <br /> (d) The Operator anticipates, and the Mining Plan presents, active mining <br /> throughout the project site as three phases to last the estimated life of 75 years <br /> for the mine. The proposed mining phases are presented on the Mining Plan <br /> (Exhibit C2). Approximately sixteen (16) acres in Phase 1 will be disturbed the <br /> first year of mining to establish that phase boundary and set up stockpiles for <br /> topsoil and backfill. Montrose County plans on beginning the mining of sand and <br /> gravel deposits in late 2022 or early 2023. <br /> (d) The Operator (Montrose County) estimates that up to 25,000 tons of sand and <br /> gravel will be mined each year for seventy-five (75) years. The operator <br /> anticipates beginning mining operations in late 2022 and concluding operations <br /> in 2097. Mining will take place year-round with the majority of work being <br /> performed from January to August each year and limited operations, mining, <br /> hauling, etc. will be performed year round, as weather and site access conditions <br /> allow. <br /> (e) In addition to the two exhibit maps in Exhibit C, the following information is <br /> available for the project site: <br /> Thompson Pit <br /> Exhibit D <br />
