3 November 2022 <br /> C-1994-082/Yoast Mine RAR <br /> HYDROLOGIC BALANCE Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge <br /> Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Drainage-Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18 <br /> o Dam outslopes at all ponds visited appeared stable and functioning adequately at the time <br /> of inspection. No seepage was detected at any pond outslope or dam. <br /> o Pond 10 was full with clear water. Many waterfowl, mostly coots, were on the pond at <br /> the time of inspection. <br /> o Pond 13 held water at the time of inspection. The pond was not discharging at the time <br /> of inspection. <br /> o Pond 12 was discharging clear water at the time of inspection. <br /> SLIDES and OTHER DAMAGE 4.12 <br /> o The site, in the past, has experienced soil movement in the form of slumps and slides. At <br /> the time of inspection no evidence of recent new movement was apparent at the slumped <br /> areas above County Road 37. These areas are mostly associated with springs that flow <br /> after snowmelt and appeared dry at the time of inspection. <br /> RE VEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Reclamation and revegetation have been completed at this site, with most of the site phase <br /> II and Phase III bond released. <br /> o Vegetation was snow covered and dormant displaying a diverse mix of species of grasses, <br /> and shrubs. <br /> o Pond banks and dam outslopes appeared well vegetated at the time of inspection. <br /> o Establishing vegetation on slide and slump areas is problematic due to slope and aspect <br /> and these areas remain sparsely vegetated. <br /> o The drainage above Pond 12 represents the only Phase I reclamation remaining at the <br /> site. <br /> FISH and WILDLIFE—RULE 4.18 <br /> o Abundant wildlife is often observed throughout the site. Wildlife sitings comprised several deer <br /> and waterfowl. <br /> INSPECTION, ENFORCEMENT and CIVIL PENALTIES RULE 5 <br /> Inspections 5.02;Availability of Records <br /> Permit documents were inspected. Please see records section below for records inventory.
