I November 2022 C-1981-010/Trapper Mine RAR <br /> o Pond identification signs were prominently displayed in the vicinity of the ponds visited and were <br /> in adequate repair at the time of inspection. <br /> o Permit boundary markers along the north boundary appeared adequately spaced and visible. <br /> ROADS—Rule 4.03 <br /> Construction 4.031(3)14.03.2(3); Drainage 4.031(4)14.03.2(4); Surfacing and Maintenance 4.03.1(5) <br /> and(6)14.03.2(5) and(6); Reclamation 4.031(7)14.03.2(7) <br /> o Main haul roads were in good repair and well maintained at the time of inspection, as were roads <br /> in L, I, D and N Pits. <br /> o Access roads were accessible throughout the site. <br /> o Ditches appeared to be functioning adequately. <br /> o Roads were being watered up to the Ash Pit. <br /> SUPPORT FACILITIES—Rule 4.04 <br /> o The Ash Pit exhibited a firm surface throughout. No issues were observed requiring attention at <br /> the time of inspection. <br /> HYDROLOGIC BALANCE Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage-Acid <br /> and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> Unless otherwise noted, pond banks and dams appeared stable at the time of inspection. Spillways and <br /> flumes were accessible at the time of inspection. The following pond systems were visited: <br /> a) Middle Flume Ponds #1 and 43 held clear water at the time of inspection. Middle Flume <br /> #3 was full and not discharging. <br /> b) East Pyeatt system held clear water and Pond 43 had some water in the spillway but was <br /> not discharging. Ponds#1 and 42 were full. <br /> c) East Middle Flume Pond#1 held clear water at the time of inspection and appeared full. <br /> d) Water is being pumped intermittently from"Lake Trapper"below the L Pit to East <br /> Flume, lowering the water level in the pit to facilitate the construction of a pad for the <br /> Molly Brow drag line. <br /> e) Check dams and sumps appeared to be functioning adequately at the time of inspection. <br /> TOPSOIL—RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 <br /> o No instability or riling were noted on the observed topsoil piles. Piles appeared to be marked <br /> appropriately and well vegetated. <br /> o Transferring topsoil from above D Pit to the graded area of D Pit is ongoing and expected to be <br /> completed by November 2022. <br /> USE of EXPLOSIVES—Rule 4.08 <br /> General Requirements 4.08.1;Pre blasting survey 4.08.2;Public Notice of Blasting Schedule 4.08.3; <br /> Surface Blasting Requirements 4.08.4; Records of Blasting for Surface Coal Mining 4.08.5; <br /> Seismographic Measurements 4.08.6d stripping <br /> o A Parting shot in L Dip Pit was observed. <br /> o Required notifications were audible. <br /> BACKFILL and GRADING RULE 4.14 <br /> o Reclamation consists of benched overburden hauls awaiting grading. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 9 <br />
