October 27,2022 C-1981-018/Deserado Mine CCW <br /> The Raw Water Lagoon is located just east of County Road 65 and on the north side of the White River. The pond <br /> was holding water at the time of the inspection. The pond's embankment was stable with vegetative cover. There <br /> were no indications of erosion(Photo 3). <br /> The pad for the DW-1R dewatering system was nearly completed. The gravel pad was stable with no erosional <br /> features noted(Photo 4). There were no off site impacts observed. The dewatering system is going through the <br /> process of inspections by MSHA before it can become active. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The RP-A refuse pile was inactive during the inspection. The pile was covered with snow(Photo 5). <br /> There were no indications of instability or erosion. <br /> Due to road conditions at the time of the inspection,only the tops of RP-2/3/4 and RP-5a were able to be <br /> inspected. The refuse on the piles had been spread out. The piles were stable and no erosional features were <br /> observed. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> Access throughout the mine site was limited to muddy road conditions. Most access roads were too soft to <br /> traverse. Access roads that were inspected were stable with no erosional features. The roads were well <br /> maintained and no major ruts were seen. The Haul road was stable and well maintained. There were no sections <br /> with erosional features or major ruts. The haul road ditch was observed to be unobstructed and the straw bales <br /> were in good condition. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Support facilities that were inspected included;the main facilities/portals area,the B Seam Vent Shaft No. <br /> 1,RDH-2,Nitrogen Plant#2, and the Slot Storage (Photo 6). All inspected facilities had stable pads with no <br /> erosional concerns. Pads with berms were intact and no off-site impacts were observed. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4: <br /> Topsoil stockpile are located near surface support facilities. Piles that were inspected were observed to be <br /> stable with vegetative cover. There were no observed erosional features. The perimeter berms were intact and <br /> stable. There were no indications of the loss of topsoil resource.
