The inspection was completed by Clayton Wein of the Division. The operator,Blue Mountain <br /> Energy,was represented during the inspection by Kurt Blunt. The weather started with a temperature of 32 <br /> degrees F with cloudy skies. The ground conditions were damp and muddy. Some areas were covered with <br /> patchy snow. Access throughout the mine site was limited due to the muddy road conditions. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The DP-1 pond,located on the lower facilities bench,was impounding water during the inspection. Water <br /> from ditches was observed going through the inlet to the DP-1 pond. The pond's inlet was clear of debris and <br /> stable. The embankment was stable with vegetative cover(Photo 1). There were no erosional features identified. <br /> Some snow remained on the embankment. The primary discharge outlet was clear of debris and the trash rack was <br /> in good condition. Discharge was observed going through the primary outlet and discharging to Scullion Gulch. <br /> The PP-1 pond,located on the middle facilities bench,was holding water. There was no discharge observed from <br /> the pond. The embankments were stable with no erosional concerns. <br /> The SS-1 pond is located at the northeastern base of the Slot Storage facility. The pond was holding a small <br /> amount of water in it. The level of water impounded was below the discharge outlet. The embankments were <br /> stable and vegetated. No erosional features were noted. <br /> The SS-2 pond,located at the northwestern base of the Slot Storage facility was damp (Photo 2). There was no <br /> discharge from the pond.
