11 October 2022 C-1981-010/Trapper Mine RAR <br /> c) Deacon and Jeffway diversion ditches will be active again once PR 11 is approved. <br /> d) No Name 42 was not discharging at time of inspection and held turbid water. The pond <br /> appears to be filling. <br /> e) East Pyeatt system held clear water and Pond 43 was not discharging. Pond#2 held <br /> water and appeared to have discharged recently as the short grasses lining the channel <br /> were laying down. No offsite impacts were detected. Water appeared turbid at the time <br /> of inspection. East Pyeatt Pond#1 was discharging to Pond 42. <br /> f) Middle Pyeatt Ponds#2 and 43 were dry. Middle Pyeatt Pond#1 held a small amount of <br /> water. There was no sediment marker and delta had formed at the inlet of Middle Pyeatt <br /> Pond#1. <br /> g) East Middle Flume Pond#1 held clear water at the time of inspection. Cattails at <br /> spillway entrance need to be removed. A clump of grass was observed at the downstream <br /> exit of the flume. <br /> h) Middle Flume Pond 43 appeared full of clear water at the time of inspection. The pond <br /> was not discharging and the spillway and flume appeared to be functioning adequately at <br /> the time of inspection. <br /> i) Water is being pumped intermittently from"Lake Trapper"below the L Pit to East <br /> Flume, lowering the water level in the pit to facilitate the construction of a pad for the <br /> Molly Brow drag line. <br /> j) East Flume Pond held clear water and was not discharging at the time of inspection. <br /> k) Middle Flume43 was holding clear water at the time of inspection. <br /> 1) Check dams and sumps appeared to be functioning adequately at the time of inspection. <br /> m) Walked drainage in East panel. Side cuts 2 1/2 to 3 feet wide and down cutting up to 5 <br /> feet deep were apparent. Water appeared to have flowed under and around large rocks in <br /> check dams leaving unarmored interstices. <br /> TOPSOIL—RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 <br /> o No instability or riling were noted on the observed topsoil piles. Piles appeared to be marked <br /> appropriately and well vegetated. <br /> o Transferring topsoil from above D Pit to the graded area of D Pit is ongoing and expected to be <br /> completed by November 2022. <br /> USE of EXPLOSIVES—Rule 4.08 <br /> General Requirements 4.08.1;Pre blasting survey 4.08.2;Public Notice of Blasting Schedule 4.08.3; <br /> Surface Blasting Requirements 4.08.4; Records of Blasting for Surface Coal Mining 4.08.5; <br /> Seismographic Measurements 4.08.6d stripping <br /> o A blast was not observed. <br /> o A large blast was observed to be set up in the I Pit above No Name Pond 42 at the time of <br /> inspection. Blasting was scheduled for Friday 14 October. <br /> o An L pit overburden blast set up. <br /> o Blasting records were checked,with records available through August 2022. <br /> BACKFILL and GRADING RULE 4.14 <br /> o Reclamation consists of benched overburden hauls awaiting grading. <br /> o Backfilling and grading of benched material should be an ongoing activity at Trapper Mine. <br /> o Backfilling and grading of Parcel KS4 in L Pit was beginning. <br /> REVEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use ofSpecies 4.15.2, Grazing 4.15.5 <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 4 of 9 <br />
