Location of where maintenance is required.
The southeast corner of the Development Waste Disposal Area(DWDA)No. 2 was observed. NECC has cleaned
out the eastern portion of Ditch D 14 and the sump upstream of culvert C 13. NECC has also built up the
embankment of the ditch and the sump on the south side to better capture surface flow to insure it enters into
culvert C13. However, a small rill was observed on the outside embankment of the berm separating the
sump and ditch D12 on the northeast side of the inlet to culvert C13. NECC should repair this rill and build
up this berm.
i _
Figure 4. Berm repair on sump at the southeast end of DWDA#2.
Pond 008 was holding water but was not discharging. The embankment was stable and vegetated. The primary
and emergency spillways were clear and functional.
The upper diversion ditch above the Refuse Disposal Area(D55)was observed. This ditch was clear and
functional.
Culvert C81 was partially clogged with coal waste. The sump below the culvert was recently cleaned out and the
culvert will likely get unclogged during the next precipitation event. NECC should monitor this culvert and
clean it out if this assumption proves incorrect.
PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
The Refuse Disposal Area(RDA)was observed. The reclaimed lower benches of the RDA are vegetated and
stable. No signs of instability and structural weakness was observed. NECC was actively placing waste on the
RDA at the time of the inspection. NECC appears to be spreading the coal waste as it is transported up onto the
Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 1
Page 4 of 6
