11 October 2022 <br /> C-1981-044/Williams Fork Mines RAR <br /> ROADS Rule 4.03 <br /> Construction 4.03.1(3)14.03.2(3);Drainage 4.03.1(4)14.03.2(4); Surfacing and Maintenance <br /> 4.03.1(5) and(6)14.03.2(5) and(6);Reclamation 4.03.1(7)14.03.2(7) <br /> o The haul road at the entrance off State Highway 13 was dry and in good repair at the time <br /> of inspection. <br /> o The entire site was accessible. <br /> o Access roads around the site appeared in good repair with no ruts or standing water. <br /> o Ditches appeared to be functioning adequately. <br /> HYDROLOGIC BALANCE Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge <br /> Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Drainage-Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18 <br /> o Pond banks and dam at the 5A-PI pond located below the 5A portal appeared stable and <br /> vegetated at the time of inspection. <br /> o Backfilling and grading activities at the portal have established a swale that will transport <br /> surface flow to the 5A-PI pond below. <br /> o None of the ponds held water at the time of inspection. <br /> o Pond banks and dams throughout the site appeared stable and vegetated at the time of <br /> inspection. <br /> TOPSOIL RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution <br /> 4.06.4 <br /> o A series of small topsoil piles are scattered throughout the site. <br /> o Piles appeared to be marked appropriately with T posts. <br /> o All topsoil piles are vegetated. <br /> o There is no high quality topsoil available on the site for topsoil at the 5A Portal. The best <br /> available material was utilized at the portal area as "topsoil". <br /> o What little "topsoil" available near the 5A portal was utilized to cover the spoil. <br /> "Topsoil" tends to comprise coal fines. <br /> BACKFILL and GRADING RULE 4.14 <br /> o Backfilling and grading at the portal were not occurring at the time of inspection. Some <br /> additional grading and touch up of the level area will be completed. <br /> o Machinery was staged at the portal area at the time of inspection. The area in front of the <br /> service building had been graded. The portal opening was covered with spoil and <br /> contoured. The adjacent highwalls were backfilled and sloped. <br /> o The drainage to the 5A-PI pond below the portal was in place as a swale establishing <br /> positive drainage to the pond. <br /> o With the exception of the culvert under the 5A-D 1 ditch, culverts around the portal area <br /> have been pulled and are awaiting removal. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 8 <br />
